I don't think it would take more than 5 minutes to fix just by changing the level requirements of the arcs either, which makes it even more odd that it has not been fixed yet.
Working as intended. I remember the devs stating previously that they want you to be able to run Darrin Wade's arc where you sneak into Midnighter's before you get regular access. Not incompetent at all.

They should have at least made the Origin of Power arc level 30+ and come after the Midnight Squad member arc then.
They definitely need to rethink that whole thing so that it actually makes more sense, or at least rewrite her Midnight Squad member arc so that she actually knows you have done work for her already.
It's definitely sloppy work if it makes this little sense and looks this obviously out of order.
Ashley McKnight gives the story arc Origin of Power at level 20 and the Midnight Squad access arc at level 30, for villain side.
Hero side gets them in the opposite order, level 30 and 20.
This is especially obvious after having run the Origin of Power arc and then doing the Midnight Squad entry arc where she seems to have never seen me before.
This has been this way since issue 12, and it is very annoying that villains have to wait an extra 10 levels for access to the Midnight Squad area.
