That could be his problem.
Also, that CPU looks old. Is it really powerful enough for the game as is now, especially when the game is still heavily dependent on the CPU for graphics?

I don't think this game likes that, especially with 2 different graphics cards instead of 2 identical cards.
But anyway, that is DEFINITELY NOT "lowest graphical settings".
He needs to try it in a single monitor mode and see if that works.

When Calvin Scott triggers the bombs, if you choose Loyalist(haven't tested the other side ever), there is a severe lag spike where even the netgraph stops recording and then shows a rather long "block" of red(compared to short spikes) because of the fires "activating".
It's pretty bad when a single player instance mission with only a single NPC causes that much lag. My connection was otherwise perfect at the time, 120 ping green and stable.
And yes Ironblade, they should do that. -
Actually, it's more a reskin of the zombie invasion. Rikti has the ships and bombs.
I just hope they make the "A Nemesis Plot" badge account wide after the event is over, at least. -
There are Hamidon raids on Freedom server on Friday, Saturday and Sunday and they tend to run a mothership raid after each one.
I think there is a hamidon raid channel for Freedom that they alert people to it in, but it tends to be around 9pm EST. -
I analyzed it pretty thoroughly and here is the rule I came up with for what you should spend money on:
If you don't plan on subscribing forever, go premium and only subscribe occasionally if at all(to try a bunch of things for a month, cheaper than buying them if VIPs get them free, and to do incarnate content for a short time or VIP mission content).
Being Premium is always cheaper and a better deal unless you absolutely want the "VIP only" content and plan to subscribe forever.
That really is the best way to go, either stay VIP or go Premium and stay Premium most often. -

Second part is a problem with the game's code. You can see this by trying to talk to a hero player while you chose Loyalist. The game code treats the Loyalist alignment as "villain" or "rogue"(which is essentially villain for the game code as well).
The developers just arbitrarily assigned Loyalists as villains, no matter how good they are or what they do in the story, probably because Emperor Cole is meant to be "the big bad villain" and they're "technically, on his side".
I don't like it either as I always choose Loyalist, because I want peace and to keep the people safe and make Praetoria the utopia it has moved away from, and I like to do the right thing always. -

I want to see the Praetorian Chaser in pictures since it is at least a new texture, because it is not used at all in game other than this new power that nobody seems to have purchased. -
It's a waste because they could have come up with a cool new model unique to Praetoria, not a "stolen and repainted" Longbow model which is likely inferior to Praetorian technology(Praetorians have much cooler armor and weapons and rocket boots/packs as well as missile launcher backpacks).

Maybe he wants to stay level 10 in order to always have both those mayhem missions available for future characters to get the explore badges.
That is the only idea I have for the insistence on remaining level 10.
I just wish they would put the mayhems and safeguards in Ouroboros. -
Make sure to get a rather good CPU for City of heroes because it uses the CPU a lot.

I don't crash often, but I tend to crash sometimes during high load situations that I never crashed during before issue 19.
I've noticed a lot more lag spikes as well since then.
I think I know why.
Every power in the game requires sending information over the network when activated and when it "updates status". Maybe auto powers do not, but I'm unsure.
They are set to do that on specific intervals, such as every 10 seconds for toggles and every time click powers are recharged which tend to have common recharge times that are mostly quick such as for attacks.
I find that incarnate powers have overtaxed the game a lot since the introduction of the 2nd through 5th tiers(Lore, Destiny, Judgement, Interface). They mean more graphical effects but a LOT more numbers changes to a LOT of players when you get more people in range.
I think the problem is that there are so many AoE buffs in the game that are also set to "255 target friendlies" who don't have to be on your team or league, just in range.
Essentially, i think there occurs a moment, relatively rarely(or at least it causing a disconnect/crash is rare compare dot it causing a lag spike visible on the netgraph as a red section), where the buffs simultaneously update their status, sending all that information at once, which causes even the best internet connection to slow down severely and even disconnect with a "lost connection to mapserver" error.
I used to get the "lost connection to mapserver" error and disconnect very rarely, before issue 19(even rarer than some with better connections experienced it oddly enough), but now I get a rare game crash instead.
I believe it also affects the server, causing a rare zone(possibly entire server) crash for zone events that this happens during.
I'm absolutely sure this should be tested. Maybe CoH needs some "stress testing" like newer MMOs do before launch to ensure they stay stable even under the worst circumstances(that end up being somewhat common as developers try to get more people together having fun).
I really think City of Heroes is becoming unstable because there are just too many powers that need "real time tracking" across every player within range, possibly everyone within the zone(though they don't load the graphics).
I would like this to be tested. I would like for the developers and/or quality control people or whoever to test a high load situation and see how badly those updating powers affect the performance and see what can be done to alleviate the issue so that the game performs as well as it did in Issue 18/Going Rogue.
I do not think that is too much to ask, and I actually think it should be something that the developers want to do so that we can have the best game possible and enjoy it for many years to come. -
Unless the response time is noticeably really long past that of a wired version(a full second or more longer, which most are well below) then wireless keyboards and mice are just fine for gaming, especially MMOs that are not "twitch based".
I currently use a wireless optical trackball mouse from Logitech that seems absolutely as responsive and reliable as the previous wired version. -

He obviously wasn't having the issue before, and nothing graphically has changed recently to make a contacts window make CoH unplayable. It is obviously a bug that is specific to some hardware on his PC.
Well, the newer person didn't post enough information about his computer to make an accurate conclusion.
Upgrading is the only solution for the original poster though as a "Nvidia 6150" is more ancient than any card I have ever played this game with, and probably not capable of running this game stably anymore. -
I guess the power wasn't popular enough for anybody to buy and post a picture here, and the Paragon people didn't bother either.

DarkGob, Incarnate powers aren't granted at character creation either, but they have customization options listed.
They just need to use what they did for them.
I surmise the real difficulty is separating the color from the animations so that they can change the color, or replacing the animations and effects with identical ones they already made customization for in the power sets.
The trouble is all the unique effects and animations in the pools. -
The Super Tailor, at least the one in Founders Falls for my Widow character on slot 6(haven't tested other slots or super tailors), is taking INF without applying changes to my costume, but I gain the INF back when I relog.
The regular tailor, at least in Founders Falls, applies changes without any issue.
So yeah, the Super Tailor doesn't function properly.

After further testing, it is only costume slot 6, apparently. Slot 5 works fine.
Super Tailor + slot 6 = broken -

The new paragon market power supposedly uses a "Praetorian Chaser" for Praetorians in place of a Longbow Chaser or Arachnos Flier.
I have never even heard of such a vehicle, let alone seen one, in Praetoria or any Praetorian content I have played(not even BAF or Lambda way back when).
As an aside, Praetoria is rather odd in some ways. Supposedly they have "hovertech engines" for "flying cars" or something, but then all you see for vehicles in the entirety of Praetorian content are normal Primal Earth cars(not so many either) and jetpacks and jetboots.
Shouldn't they have some cool vehicles? -

(I think premium players should be able to purchase apha slot access along with the ability to get the alpha slot incarnate components and run the alpha slot TFs, as well. Just throw us a bone, enticing us with incarnate power that we could make much better through subscribing while we alleviate the issues of "not enough enhancement slots".) -

FYI, the contact list will load all contacts' character models the first time a tab is opened, in order to generate the picture in the list.
That causes noticeable graphical stutter even on powerful computers.
If your computer is old, and not very powerful, then it will have more trouble with the contact portraits.
(Edit: Also CoH uses the CPU much more than other games for everything. Your CPU matters for graphics performance.)
You have 2 options:
1) Lower your settings.
2) Upgrade your computer.

It may be that your old computer is no longer good enough for CoH after all the inefficient additions they made tot he game on top of the old inefficient stuff. -
