I didn't try to slot them on my two Premium accounts but I was able to move them in and out of the base bins and email them between my Premium and VIP accounts.
I cannot imagine how they could lock them out of use since anyone can buy the packs. -
To my mind there are only 2 things the packs have that make them a bad idea because there is no determinative nor alternative means for people to get them.
The costumes and the wolf pet.
I do not care about either of them and won't be chasing them. I sympathize with the people who want either of them being felt forced to get packs and chase after them. Sure, it's their choice but it still seems unfair/unkind to do this to them.
I can get an ATO with merits or from the auction house.
I will eventually be able to get the enhancement catalysts as drops.
I can buy enhancement boosters and unslotters and inspirations and I think all the powers from the Paragon Market if I want them.
But for the people who really want the wolf? I would hate to be them.
People who want the costume? Not as bad but still who knows how many packs they are going to have to buy to get the full set.
If I were NC I'd make a way for them to just buy them in the market or earn them in game. -
What is the difference between the XP Booster and the Experienced Power?
And what do Restore and Revive powers do?
I'd check in game if I were able to but my boss hates me playing City at work. -

I believe his expectation is due to Murphy's Law as neither of those accounts are really ones he plays on. (Note that he called them "buffbots")
so the worst thing for a buffbot account to get are costume pieces and other non-transferables like the pet. -

In the same vein, based on what you stated, you would not play the mission arch involving the Vahzilok Wasting Disease, which your character become afflicted by it and it causes -Regeneration, -Recovery, -Hit Points, -Endurance. This lasts until the cure is produced, which is for a number of missions.
Alternatively, you would not want to play Janet Kellum mission where you are afflicted by the Crey narcotic that causes -Recovery, -Speed, - recharge at the beginning of the mission and suffer through it until it wears off or you go to the contact.
You want to play where you have complete control, then say so. Do not try blowing smoke to hide the real reason you will never play missions that will cause you to lose control.
Sam hasn't invested into inventions yet because he has not felt the need to be max efficient (like I do).
Your comparisons are ridiculously oversimplistic. The Vahz wasting disease and the Crey example last until you complete the mission and call the contact as you wrote. They do not last 20 hours. -
So if the bad side is this debuff, what do you get if you don't mess it up?
I can't evaluate the risk/reward without knowing the reward part of the equation. -
Posi posted in the offical discussion for the event that it is a known issue and they are going to post a work around or some such thing.

A fall won't kill you, but if you land among NPCs who attack you they can finish you off.

You can only buy those on the market on Beta and I've opened over 100 packs and never gotten one. Catalysts and boosters are in the super packs though.

I think she got an appearance update shortly before that wallpaper was made but I could be wrong.
If you haven't run on the Praetorian side she is one of the more amusing/entertaining/insane Loyalist contacts there. -

But there is no reason why anyone should like to play all ATs or even all powersets within an AT so we may prefer a WS over PB and that is no different from preferring a fire/fire controller over a grav/rad controller.
It's good that we have a variety of choices in the game and we probably aren't going to like them all. -
That is correct for the beta server. I don't have a public test server setup so I don't know what it does.
