Only thing I can think of is to swap out Glinting Eye for Gleaming BOlt. Bolt is faster, and if you decide to proc it up, it gets fairly nasty too.

Any archetype that can do the missions in the first place can flash back to those missions. The only thing you really need to be aware of is how you level the character up, when key powers are available and at what levels.
Given that you get powers that are up to five levels higher than you've been exemped down to, this gives you a degree of flexibility that you wouldn't have had if you'd done the missions at the appropriate level in the first place. -
Seriously... while I would charge a premium to assemble a computer for someone else, I would give a variety of options, give the pros and cons of each, and let the customer choose. I wouldn't just pull whatever parts are available off the shelf in the back. On the video card specifically, I have to commend them for recommending EVGA, but downrate them for picking the 9500 GT.
Granted, they have a physical store, which means they do have a higher overhead that they have to cover, but.. looking at the proposed build and the cost, it's not worth going with them. It may be cheaper to get the parts yourself, take photos of the parts, and then bring it all to them to let them do the assemble and burn in.
Then of course, open up the case there in the store and verify that they used YOUR parts for your computer. -
Honestly, from the look of the parts and the cost you were originally quoted, they were building themselves a hefty profit margin.

Some people have reported that deleting the combat tab from the chat window has helped them. And if the processor is not busy processing combat messages to the chat tab, that's a little more processing time that can be put towards graphics processing.

You're basically asking for the equivalent of an "on-demand, uncontrolled" respecification of the character with this system.
The only time the system allows you to "pick" powers is at the leveling screen. You're asking them to change that, too. To mess with fundamental code that works, all for the sake of then having a random form.
It's like having a physical book, and then tearing out chapters and inserting different ones. The book is going to be a ragged, unworkable mess after a while. -
Too dynamic a system. You're basically asking the system to add and remove *integral powers* at random, without level ups.

Two things tend to impact loading time the most: Disk access time and available graphics and main memory.
I'm going to guess that your computer comes with a PCI-E 1.0 graphics slot. There should be several cards that can be installed without stressing your current power supply, but you'll need to know your power supply specs. Pay specific attention to amperage available on the 12 volt rails. -
Unless I'm deliberately collecting combat data, I eliminate the Combat tab entirely on characters I play a lot. This definitely helps client-side lag.

They track "Authorized computers" by IP address, not by anything that's actually unique to your computer. IP address is, pretty much, "Public" information since the website has to know it to, you know, work.

SLI is Nvidia's term for having multiple graphics cards working together to display graphics. With multiple cards, they share the processing and memory loads, thus leading to better performance. For programs that support SLI, that is.
City of Heroes does not officiallly support SLI, but it can be used in SLI mode. I forget what the command line switch is, though. -
Uncertainty. Serverside processing lag is usually not affected by computer settings. However, transmisison lag can be. Other changes like "Make your computer only use two cores in BIOS" is just sheer strangeness and not going to have an effect.

Everyone telling you "Do things to change things on your computer" is wrong.
Pedestrian and car movement is controlled server-side. When cars and pedestrians are walking jerkily, in stutter-step, but not suddenly jumping forward, that is an indication of server-side processing lag.
If they're stuttering and then suddenly appearing several feet further on their path, that's a sign of connection problems between you and the server.
Changing world detail to 100% on your computer may help with that, but only because it might require the servers to send less information to your computer. -

You have Spybot, Yahoo search protection AND AVG all running. These are probably conflicting with each other. Keep AVG on and turn the others off.
On 4 gb, you've got a lot of background services you don't really need running.
Also, go into the NCSoft launcher settings and set it to "Exit after launching game". The launcher has a memory leak. -
User Account Control makes sure that the programs you are running have the appropriate rights to the hard drive and other system resources. It also helps prevent malicious or poorly designed programs from messing with things that they should not mess with.
It does eat up a bit of the CPU's processing time, true; I'm betting that you might not have a dedicated sound card for the voice applications. -

Start the beta installation from the launcher. THen stop it.
Go to your normal City of Heros directory. Select everything. Then copy everything to the new Beta directory, usually in C:\Program Files\CoHBeta or C:\Program Files x86\CoHBeta.
Delete any file whose name includes checksum or chksum.
Restart the install from the launcher. -
The history of the changes is this: The chance to "bounce" back to the same target was reduced.
It was not ELIMINATED. He wants it ELIMINATED when clearly from the last change the developers see that the chance to "bounce back" is inherent to and part of the power design.
In addition, this is a very basic power behavior. It cannot be removed in PvP and still exist in PvE. So whether he believes this or not, he's calling for an overall nerf to the power.
I do not care about PvP. I am of the very strong opinion that no MMORPG needs it, and that removing PvP from a game or not having PvP in the first place is an overall improvement in game design. What I care about is when people whining about PvP force nerfs and changes to a power as it is used in PvE, solely because they only care about the PvP effects. -
The Windows 7 install disks might actually have both versions on them, but I'm not certain.

Right, but as near as I can tell, that chip and that chipset were developed for laptop uses. And City of Heroes has undergone some graphics upgrades which means the old minimum spec requirements are no longer valid. Not just Ultra Mode, but updates that meant older generations of graphics cards aren't able to run it anymore.

Try it with Anti Aliasing and Anisotropic Filtering cut in half.
You might also turn Physics Quality down a notch or two; Physics objects actually aren't that common in the game that you'll miss the Very High setting.
On a different note, you're losing about half a gigabyte of your installed RAM to the simple fact that you're running 32 bit Windows 7. 32 bit operating systems can only address about 3.5 gigabytes of RAM, and you have 4 Gb installed.
Finally, there's a memory leak in the NCSoft Launcher. If you're not already telling it to close after it launches a game, you should be. This can be found in the Settings menu of the launcher. -
Yeah.. old laptop/notebook graphics chipsets, not so good for gaming. I don't have a solution for you.

It's not a bug at all.
What's bugging me about this poster is that he's asking for a wholesale change in both PvE and PvP to a power that's supposed to work as it is working, and has every single time he's come onto the boards of late.
There's no way to change the basic chaining behavior for JUST PvP, but that's what he wants, rather than suggesting that maybe PvP damage *only* should be reduced. -

I've seen Flux's builds in action. Pylon testing is good for measuring a baseline DPS for nearly any build, and that's pretty much the only reason it's mentioned. Otherwise, the Night Widow build in question does things I'm occasionally in awe of.
I've seen the Fortunata build as well, and the difference is noticeable. Things just *don't* die as fast, but they don't attack as much either.
It really depends on your preferred playstyle, which is what Flux's posts all boil down to.
If you want to be a controller who's not squishy and can mix it up in melee, go Fortunata.
If you want to be a damage monster, go Night Widow.
And over time, with dual builds, you can do both. -
Yeah, that's the reason Widows and Soldiers were given cheaper versions of the leadership toggles, to make them an asset to the team.
Instead of the flawed HEAT design, which makes the team an asset to the Kheldian.
It's been obvious to me for more than a year that the Kheldian inherent NEEDS to be changed to provide a decent benefit to the archetype ALL the time, not just on teams. And that to make a Kheldian an asset to THE TEAM, there needs to be a benefit provided to THE TEAM and not the other way around.
Making matters worse for this "Selfish buff while teamed" approach to the inherent is that most moderately coordinated teams will steamroll through content whether or not the Kheldian is there.
