The ParagonWiki is the best website to lookup stuff about City of Heroes. Do not use the CityOfHeroes.Wikia site, it's extremely outdated.

Currently, your first character will start in Praetoria. Any character you make after that will be given a choice of starting as a hero, villain, or Praetorian.

What's your global name in game (starts with an @ sign)? I'll send you the Halloween salvage needed to make a 2nd costume slot (or someone will if they respond faster than I do).

Press the Prt Scr button. It will save a jpg of the current screen (without the game interface) to a directory in your CoH directory.
You can go to Menu->Options->Keymapping tab and scroll all the way down to other to select a key under "toggle screenshot ui" to toggle whether the screenshot includes the UI or not.

The Kismet Accuracy is a proc, not a global, and will work no matter the level as long as the power it is in is available and used.

You can leave yours up until it sells, which might be awhile, might not, since the market can be volatile, or you can pull it down, lose the listing fee and relist for less. -
Set bonuses do not even care if the power is available or not. For example, if you slot the power you gained at level 49 with level 33 set IOs, those set bonuses will still be available when you exemp down to run Citadel TF (level 30 max).

Only place I could find it was in the April 8, 2009 patch notes.
"Once a PVP IO recipe has been earned, there is a 10 minute timer before the player that earned the recipe can have a chance at earning another recipe."
PvP IOs need a page explaining them in general, not just the category list page. Trouble is there is so little actual data on them and so much misinformation on them. I thought they were tied to PvP rep myself, which is why I said 5 minutes. -

So for a blaster having three sources of stealth won't do anything.
For PvP, the cloaking device and the stealth IO would put the OP at the stealth cap for anything but stalkers and VEATs (571.5 at level 50), but super speed does not give any stealth at all in PvP. -

Cloaking device gives you 35' of stealth, Super Speed gives you 35' of stealth and Stealth IO gives you 30' of stealth for 100' total.
Any two of them will give you enough stealth to hide from (most) minions, lieuts and bosses. All three will allow you to hide from giant monsters. You can get closer to snipers, but can't completely hide from them.
Take note that some enemies, like the aforementioned Rikti drones, completely ignore stealth. You cannot get enough stealth to hide from them. But perception debuffs, like smoke grenade will affect them. -

Having worked in retail for many years and having seen the prices these things are actually bought for, I can tell you you are very off base here. In your example, the 10 million that it's being resold for IS the retail price that's marked on the package and the 1 million what was originally paid.
