Hi - how do make my affected for my character?
You need a second costume slot. You'll have a chance to earn one at level 20.

You need to open up your second costume slot at level 20, then you can make that a plain clothes look if you want.

Slot 1: On character creation
Slot 2, 3, 4: When you hit 20, 30, 40 (see the tailors in Steel Canyon, Independance Port, Founder's Falls or, redside, Cap (2) and St martial.)
Slot 5: Halloween salvage. Turn in for another slot at any time. (Anna in Croatoa, heroside, and Granny... something, Nerva - right where the SG transporter drops you - villainside.) Salvage = Back Alley Brawler gloves, Hamidon costume, Statesman mask, Lord Recluse halloween mask. Usually around 200k each on the market, or just wait for the halloween event.
Once Freedom goes live, you will be able to purchase an additional 5 costume slots for a grand total of 10.

Welcome to the Rogue Isles- keep track of your luggage! There are two parts to the effect you want.
Part one is getting a second costume slot- you can get one at level 20, one at 30, one at 40 and one by turning in special salvage. You can go to a facemaker [I think they're in Port Oakes, it's been a while] and pay some inf to change the costume in any given slot. You can use this to have one "regular clothes" and one "supervillain costume" or one with angel wings and one with leathery wings or whatever you like. I know a guy who has an interview suit for when he meets pickup groups. I know someone else who had the I'm In Debt costume [debt used to be a much much bigger problem in the game.]
Part two is actually changing from one costume to the other. Under the Menu, upper right, you should see a "Costume" option which lets you change between slots.

Once you have unlocked a second costume slot you'll need to go to the tailor and create your new costume; by default your new costume will be an exact copy of your previous one.
Ok, after you've unlocked and created your second costume you can change back and forth at any time via the menu/costume or by typing (I think, I haven't used this command) /cc 00 or /cc 01. Costume 00 is your original, first costume slot while 01 is your second slot. As you'll see from the menu you have 4 costume slots available to you; each is opened the same way, at level 20 you can do a mission for the first tailor, at 30 you can do a mission for the tailor in the next zone and at 40 you can do a mission for the last tailor. Each time you unlock a new costume slot.
There are various costume change emotes you can use, if you go to menu/costume you'll see a drop down menu under your first costume slot, that selects what (if any) emote you want to do when you change costumes. The game does limit you to changing your costume every 30 seconds.

You mean a costume change? Well, first you need to unlock a second costume; you can do that by running a mission for the tailor at level 20+ or by getting and turning in all the pieces of Halloween salvage to an NPC in Croatoa next to the train. Ah, just noticed you're playing redside... I'm not sure where the Halloween salvage NPC is there. The Halloween salvage is available on the market but it's expensive and I believe there's 4 pieces of it you'll need... the tailor's mission at 20 is an easy "kill 20" of a specific mob type.

Just as a note, you do not need to use Halloween Salvage to unlock the 5th slot. I was working on the Full Circle badge, and got mine while I was switched to the opposing side by running Tailor missions while I was there.
