I'm having the same problem here. There are two servers which it looks like I won't be able to get on because of this.

Window Menu -> Recipe Viewer. That gives you a list of all the salvage you need with the current build.
If you mean for just crafting for sale, well, you could make a throwaway build if you want. But Mids really isn't optimal for that kind of thing, IMO. -

I am fairly certain that I (as a Rogue) have dropped an O-Portal during Hero TFs and not had anyone state that they couldn't use it. And I am fairly confident that I used a Hero's portal to get to the Villain Ouroboros Zone on at least one occassion.
I'd say Badaxe has the correct answer. I had a friend who had the same problem when he came back. It took us a few minutes before I finally remembered that change. -

In Mids, Windows Menu-> Advanced Totals -> Misc Buffs, total recharge is under "Haste".
From the Wiki page on Perma:
PermaDom - Domination needs a total of +123% Recharge
Unable to slot enhancements so it must all be buffs or set bonuses -
That's not a requirement of the badge. I've done it several times and only succeeded in leading the guy out once, but still got the badge every time.
edit Here's a guide with some useful info. Like leading the guy to the nearest elevator will complete. I'll have to try that. -

According to City Info Tracker, I'm currently sitting on 28,775,302,942 Influence and 2,528,030,935 Infamy for a total of 31,303,333,877. All pretty much acquired casually. I've got two characters running only tip missions and random rolling the Hero Merits (see spreadsheet link in sig), a few more buying recipes and crafting, and everything else is just selling drops.
As with Enyalios, it's spread out between all my alts. Any time I hit the cap, I put out 4 or 5 emails with 200 mil each and spread it out. I know that CIT keeps track of it so I can just look there for alts to pull it together if I need. -
Your debuffs are also affected by the Purple patch. You said it was +3 levels to you, so your debuffs would drop to 65% of their normal power.

See Attack Mechanics wiki page for a lot of info. Basically, there's always at least a 5% chance to miss.

Good question.
According to the Issue 18 overview it says level 35-50. But looking around I saw a few threads that said lower levels could do it (but advised against it). -
Check your email. You should have gotten one that you can respond to or follow the link and respond on your NCSoft account.

Are you putting the at (@) sign in front of the new account's global name? That is, assuming you're trying to email stuff from the main to the secondary. For example, assuming your second account is "Good Influence", you would want to be sending to @Good Influence. Any character on that second account would then be able to claim it. You don't email individual characters if you are trying to send them stuff.

It has to be level 10+ to send email but any level can receive email. Check the email options to make sure they aren't set to block.

Going off topic here but yes, there's one other very big reason those storage units are "Abandoned". And that's when people are unable to continue paying for the unit. The moment you fall behind on the payments you get locked out so you can't get the good stuff out.

Go with Kitsune Knight's last post. No more than 1, otherwise you might make your system unstable as CoH would have higher priority than some other important programs.

There really isn't any documentation on that command. If all you are running is just CoH, the default is good enough (which I believe is 0). You don't want to take it to a negative number, that will run it at a lower priority. A higher number will run it at a higher priority, but you shouldn't have the need to do that unless you're running a lot of other programs, especially cpu intensive programs, in the background.
