It's still 25+ (come Tuesday, 14+ with i21).
What error were you getting? I don't think it should matter, but it's possible if they're the opposite alignment of you (hero/vig vs villain/rogue) that you can't enter (since there's two Ouroboros zones!).

There has been one other change (Im not sure when) you now click at the top of the portal to get it to activate rather than the base.
They did change the targeting box so the clickable area is in the air rather than on the ground. If you weren't getting an error message - just finding yourself unable to click - that might have been the issue.
Have you actually trained to 25? It won't let you in until you're actually trained to the appropriate level even if you're past it in terms of earned XP.
Failing that like the others said they did change the place you click.
I ended up just going to my base and using the Pillar to do the first flashback, which really wasn't one to get to Ouroboro's lol
The alignment was the same yes, but thats a good point. I didnt realize they changed the targeting in the air from the ground, well that explains it lol. Thanks for the input all, case solved

I am fairly certain that I (as a Rogue) have dropped an O-Portal during Hero TFs and not had anyone state that they couldn't use it. And I am fairly confident that I used a Hero's portal to get to the Villain Ouroboros Zone on at least one occassion.

I'd say Badaxe has the correct answer. I had a friend who had the same problem when he came back. It took us a few minutes before I finally remembered that change.

The reason why they changds the clickable area, is that someone discovered that they could grief people going on the STF by putting one down over the sub entrance, making it nearly impossible to run the TF's missions. Trying to click on the sub took you to Oro instead. For a while, there were people keeping oro portals above that mission entrance nearly all the time. You could sometimes manage to click around it, but it wasn't easy to do.
Now that doesn't work anymore.
