    Erm, no - to rephrase what I said, to make a basic telepad you need:

    Option 1: Clockwork Winder, Temporal Sands, Simple Chemical, Psionic Manifestation
    or
    Option 2: Alchemical Silver, Symbol, Inert Gas, Black Blood of the Earth
    or
    Option 3: Ruby, Destiny, Silver, Hamidon Goo

    If you have Hamidon Goo handy and are already filthy rich, you can use it to make a telepad; otherwise either of the other two options are available, and likely to be much cheaper.

    Not that I think the invention salvage elimination was needed, or even an improvement.

    No - the US poster clarifies further down the thread that each line's a separate recipe. You just need the components on any one of the 3 lines to give you the telepad.

  9. Yup - the various thrown/projected spines are implemented as power effects, and these aren't customisable.

    And having customised on-body spines change back into standard ones when thrown wouldn't look at all good.

    Hmmmm? I would have thought the cost of both processing and scheduling would be effectively zero, assuming the latter even exists. From what I've seen the entire business is fully automated, and happens immediately (hence the doubt that there's an explicit "scheduling" phase).

    As far as the OP's query goes - I'll second that the cost of this is likely to be what NCSoft think the market will bear. It's probably an entirely arbitrary choice, and could be as cheap or expensive as they wanted (going all the way down to "free").

    Agreed - almost all the earned prestige (3ish million, IIRC) for little personal villains' base on Defiant was earned by 4-5 of my alts. A "per member" bonus for those few toons wouldn't give much at all relative to the value of the base.

    You're OK for a few missions off his arc, then your personal storage fills up and you need to go sell. Base TP will get you out and to Cap quickly enough, but it's a long trip back to pick up the missions again.

    That's not how program development works though. For a lot of changes, especially in areas where you're doing things you've never done before (which is what a lot of CoX changes involve), you won't know how long things will take to do until you've finished them.

    You can make estimates, and you can often get part way through and realise things are going a lot more slowly than you'd hoped, so you'll have to decide between postponing a release or moving something into a later release.

    To call someone a "liar" because things took longer than planned is a bit strong though. "Liar" means something was said knowing it wasn't going to happen.

    Is the weather forecaster a liar if he says it will be sunny tomorrow, and it actually rains?

    It would sort of depend; if you were slotting low level IOs (level 20s, say, giving +25.6% each) they'd only take you up to +75%-ish themselves, so an SO on top of that would make a significant contribution.

    On the other hand 3 level 40 IOs (+38.6% each) would take you well into ED's top range, and the SO wouldn't add much at all.

    Not sure it that was the underlying question, but for ED it's only the total bonus from all enhancements that matters - you can't get up to the top ED threshold with IOs, for example, then bypass it by adding an SO rather than more IOs.

    Not a practically feasible option I could believe, if not like - limited staff resources, after all, even though I can't see setting up automatic refunds being that big a job overall.

    Not technically feasible, though? It'd involve updating one or two database fields according to the values of one or two other database fields, and that's a pretty basic thing to do in any database system. The only remotely technical issue I can see is if the size of the tables involved were so large the update script would need more time to run than the servers are offline for in the course of the Issue update.

    If that was the case the script could always be developed so it was runnable incrementally - all the functional items at Issue update, all the decorative items next maintenance downtime, something along those lines.
