You know how this free market thing works? They decide what they want to offer, and how much, you decide whether you think it's worth the asking price, and you can spare the money.
Looks like you feel unhappy about at least one of the things on your side, so the solution's easy; don't buy the expansion.
Besides if you haven't got your Nightwidow yet everything else is full of meh, so who cares about expansion packs? -
Yeah, I was sort of assuming that would have to be done with the subscription the OP didn't want.
Only sort of, though, as I'm still a little hazy on whether the actual suggestion in the OP was essentially "be able to open a US account while living in the EU". If it was, well and good, as that's been an option from game launch. -

It largely depends on how high up the ED curve you're happy to count as high enough, and what level the IOs are.
If you slot 4 Heal/Rechs of the same level in the power, you get these numbers for both heal and recharge:
Level 35: 89.23%
Level 40: 92.55%
Level 45: 95.19%
Level 50: 95.90%
Slot 5 and you get this:
Level 35: 97.20%
Level 40: 98.09%
Level 45: 98.98%
Level 50: 99.88%
So depending on the IOs' level you're getting between +8% and +4% for a 5th slot.
For mixed IO levels I'd recommend Mids!

IIRC correctly you can create a US CoX account and apply that to your existing NCSoft master account. Won't that do what you're after?

If that's what the OP wants to do, you don't even need to hunt down a US copy of the game; just open a US account and rename (or copy) the updater to CohUpdater.exe from CohUpdater.EU.exe
Aside from the occasional brief period when one side applies an update before the other, the client software's absolutely identical.

Frankenslotting to get extra EndRed from multiple aspect IOs?
Go for IO sets giving +rec bonuses? (i.e. the horribly expensive ones)
Edit: Also, check the numbers (power datails or Mids) and see if there are one or two attack powers that are really end-heavy. If there are, swap a Dam enh for an EndRed one in them, and/or spam them less in combat. -
Application? As in what you run on the computer? If so, the short version of that's just "app".
If that is what you're after, isn't what you're asking for effectively a free US account for every EU account? I can see them deciding that's not going to make them a lot[1] of extra money...

Optional different route to the same end, for those that find shortcuts scary:
1) Open Vista's start menu
2) Type cmd into the "Start Search" area
3) Hit Ctrl+Shift+Enter
Vista prompts for confirmation, and if you allow it to continue you get an admin-level command box for GR's command. -
Yes, that'll work number-wise - but you might have trouble affording them (or finding them at all) if you go via the AH. A lot of other people will have had the same idea.

Click the little shopping bag icon at the bottom right of the toon selection screen. It opens up a little window that lets you buy respecs and extra server slots. -
Sounds like a minor bug; in most cases (acc, dam, heal, etc...) a new enh increasing a power's value for some attribute is a good thing.
I suspect general purpose code's mistakenly regarding a slotting change giving 30s recharge --> 40s recharge as a good thing too. -

With dual builds I'd still consider three plenty. There was a time when we had to do with only 3 respecs. And there was no way to get more aside from freespecs and I think people did just fine.
Usually I dont even have to use respecs. Build 1 for leveling up and Build 2 for IOs. It's great!

That was the time without sets sets and only Sos, now with sets there is more reason to respec in order to see how it works out.
Powers change pretty often either pve or pvp these days.
Some ppl want to use the 2nd build for pvp...

When powers change big time they tend to hand out freespecs.
And you don't need a respec to try out different IO sets, just lots of inf. -

IIRC Not quite from day one of the game, so not five years.
The hero inherents only came in after CoV came with its inherents - before that CoH didn't have inherents iirc. So you could look at it as any inherent, no matter how poor, is a bonus...

More IIRC, and partly hearsay, but I think the Scrapper and Tanker "inherents" were there from the start, in near enough their current form. Same for khelds, when they came in slightly after the start. They weren't presented as one of a set of special perks, though, just part of the basic capabilities for each particular AT.
It's only when villains arrived with an Inherent per AT that the existing hero specials were rebadged as Inherents, and a few new ones added for Controllers, Blasters and Defenders.
I think.

that's not the point, the pound is now around equal as the euro, yet, they pay less then ppl who pay in euro.
conclusion, pound payers have things cheaper while the euro payers has to pay the full bill, making me ( and among other euro users) feel scammed by all this.
