Going Rogue Badges
After Issue 19, the only badge that might be hard to get is Avid Reader (Tutorial badge) and it will likely be available via flashback.
There are no mission badges in Praetoria. Until Issue 19, the explore badges/accolades are Praetorian only. The Resistance, Loyalist, and Moral High Ground are currently Praetorian only. A few of the defeat badges are currently Praetorian only.
After Issue 19, existing characters will be allowed into Praetoria to get the badges, so there really isn't any "one chance only" badges in Praetoria. -

The serial codes are exactly that: serial codes. While it doesn't take a genius, it takes effort to properly label codes with the name of the booster/code in question in the database. The game knows the difference. I know that college students can do better than to label each booster as "Perk".

This range or hash of serials = Cyborg pack
This range or hash of serials = Magic pack
This range or hash of serials = Natural pack
This range or hash of serials = Science pack
And so on. -
Nope, there is nothing to say that you haven't touched "X" plaque. This is why I tend to do one zone at a time.

What would happen to the missions I have, not the tip mission, but the good old farm missions such as Battle Mainden and all. Do i get to keep those or would they carry over with me or I will lose them, or they would purge?

It was brighter. So bright it was very nearly white. Not exactly white, just nearly. With white mixed into the image.

That is a different timer. Look at your status icons, and you should see a power called "Countdown to X". Right click on that, and select info. It should say when it expires. That is when you will get the badge & temp power if you remain the same alignment.

Now don't go setting your heals to auto or anything, it only gives credit when you actually healed damage, so if you're at full or have max HP boosted and you're only healing the boosted part, it won't give credit. That's why you don't see that many melee characters with healing badges. None of the 3 characters I mentioned actually have the healing badges, but they have a lot of credit since they heal themselves often. Actual regen doesn't count either, only green numbers from click heals like Reconstruction, Dull Pain, Dark Regeneration, Siphon Life and Earth's Embrace (and any other click heal used when you are actually damaged).
Edit: I forgot, inspirations also do it.
If self-healing click powers counted my Fire/Fire tank with Healing Flames would be an Empath by now. -

I wish I could make this, but I was given a pair of tickets to see a NHL pre-season game (Vancouver vs Edmonton). Free hockey tickets beats video games, sorry. I hope to catch the next run.

<shrug> Like you said, I've more than enough other examples to debunk the myth that all badges are accessible without some type of vertical movement.

But unless you can solo Pylons, a team is needed. I think I can count on one hand the amount of players (like Bill Z Bubba) that have claimed doing that. Even then that is only on a few of their characters.

I'm going to say that you are shovelling something there. You may very well get most of those solo, but 99.5% of the characters can't get Unabashed solo. As to the others, without vertical movement, you're hosed. This is especially apparent with Master of Science, Top Dog, Triumphant, Ace, or Weapons of Mass Destruction. There is absolutely no way up without some kind of vertical movement power like Teleport, Super Jump, or Flight/hover (including any related temp powers).
If you want a vertical movement power without taking a power choice, get a temp flight pack recipe & send it and the components to yourself and use that flight.

Ninja Run can't jump the 4-5 stories of the last leg of the journey. There isn't a door to the very top of the building. -

Any guide that suggests otherwise is misleading you. -
Actually, I just do this:
- In Nova Praetoria, swim around the NE, E, SE, S locations.
- In Imperial City swim to all locations.
- For the two bridges spanning the Imperial City and Neutropolis borders, swim under them on either zone, but you don't have to do it for both zones.
- In Neutropolis, swim the rest of the badges except the two where the bridges are on the waterline.
- For those two swim to one side perpendicular to the bridge, hop onto the bridge, and jump in the opposite side.

That particular bridge only gives credit when swimming under the Imperial City side. It is the only bridge that spans a zone boundary where both halves do not provide credit for the River Rat badge.

There are two doors that leads most of the way up the tower. After entering the second door it is a short jump to the top of the building. Quite a few of the buildings in Praetoria have these roof access doors. It is possible to get the one on top of the building in Nova the same way.

And that one generally needs a full team to help take the shields down. The amount of characters that could solo the Pylons is very small. -
