Nope, there is nothing to say that you haven't touched "X" plaque. This is why I tend to do one zone at a time.

First thing I did in each zone was badge it.

Sometime's I've had to go back to KR to wrap a plaque despite knowing I hit them all in KR, sometimes Perez, once even Atlas. Also the alts I've spun thru Praetoria have had this happen.
I've seen this problem happen with the history plaques for years.
Like Nericus says I've had much better luck with it if I take the time to patiently open the plaque, leave it open at least 5 or 10 seconds (or more to be super-safe I guess) then close it with the proper button. When I go slow like that I hardly ever miss the credit for them anymore.

After reading this thread (and the related "River Rat" thread), I decided I'd just leave the badge window up while I was doing these. Closest to completion works pretty well here. 
Stay on the plaque or badge until the increment... increments... and then move on. Seems easier than having to guess which one I missed later.

When I had the 19/20 one happen to me it was because of a plaque in the north end of nova partially obsured by an underground entrance when not zoomed in. Give that one a shot.
