Will you actually be using maneuvers as one of your toggles? Drop it and use veng as the IO mule. That way you'll have something that is at least useful.

In addition to the influx of farm targets and bad stalkers I've noticed a increase in the amount of support toons. Some of them were pretty good too. Tis gud.

Soft cap is 45% right? Looks like I fell a little short. I could have sworn it said 46.5% Oh well, 44.5% is pretty close though if soft cap defense is 45%
Edit: If you plan on using hover to move around in missions than you'll break 46% on ranged defense. -
I slapped this one together really quick. It's a pretty cheap build and I'm sure someone could tweak it up or make a entirely better one, but it's a start.

Good fun last night on freedom. The farm targets were aplenty and broadcast pvp was fierce. I saw numerous blasters with no super speed, a db/wp scrapper and a whole new wave of bad shark/ stalkers. Good times ahead.

To be honest your build is pretty bad and needs to be totally reworked. You're building for ranged def wich is pretty much useless. You should be going for hp recharge and damage. But if you want to keep it close to the build you have I reworked it to make it somewhat viable in zone. I was bored

The reason it goes for so much is because the PvErs want it so bad. Its practically worthless in a PvP build but can do wonders in a PvE build. I find that funny since its a "PvP" IO.

A Fire/EM blaster is a easy build to play but not too easy (aka regen scrapper). You just have to spam your top 2 tier blasts and watch things melt. A decent build will cost you around 600mil.
If you want super easy roll a regen, but I suggest you try something that takes at least a small amount of skill to use well. -

Slotted on a tank it does about the same damage as slotted knockout blow.

They are great powers to pick up on a blaster...
if you want to make yourself a good AS target for stalkers.
The root time will get you wrk'd. I could see something like a regen getting away with flurry but on a blaster you'll be setting yourself up for fail. Personally I wouldn't touch it with a 10 foot pole. I tried it out when i13 dropped on my tank and respeced out of it about a week later. It did nice damage but the animation and root time were horrid. -

If the 1vs1 you're referring to is fite klub style (stand in front of each other for 10 minutes and mash buttons) def go EM. Other than that elec is the your only other viable option with its broken thunderstrike crits.
I guess DM could probably work as well with the -tohit stacking with nin's def and a extra self heal. -

Personally I'd drop soul storm and get enforced morale. Soul storm has too long of a animation for me and since my nrg/pain is team based I leave the holds and kb up to the doms. I heal, buff and throw out a few pew pews and power pushes here and there and do fine.
If anything I'd drop power push before one of my attacks. Power push has crap damage and will only kb badly made builds. Soul has decent damage a kb and a hold. -
Just remember, my nrg/pain was the original unique snowflake son.

Just tested it and they don't follow you from zone to zone. Not positive about the heavies but my shivan didn't. I would assume the heavies work the same way.

I know if you zone with a inherent pet like say fire imps, they come with you now. I believe this was added in i16.
Now, if you summon a temp pet, like the Vanguard Heavy or Shivan for instance, will it zone with you like a normal pet? -
