Or a simple plan on the part of villains to wrest technology from warring factions to sell (werewolf Freaks? robot tech for Malta, link to Kronos?). A hero arc exploring the same fight would be, IME, much duller -- it'd be all about cracking skulls, taking names, and trying to get the two sides to destroy each other. Yawn.
To get back to the BP, there are also lots of BP skulking around Striga. If'n I may be so bold, a 30-34 SF for villains could also be slotted into Striga. Both Scirocco and GW have strong magic ties -- perhaps they need something from the BP that could help to set up their patron arcs. For that matter, an ambitious SF could tie together the cemetery in Sharkshead with Striga and DA.

A lot of the old zones are really really showing their age, and it's one of the main things that CoX gets knocked down for in reviews. Polishing up the old content would be a great way to KEEP some of the new people who go through Praetoria and then get dumped into the oldest zones in the game. -

Decidedly not. Hasten gives a lot of recharge, but absolutely nothing else. The need for recharge on my characters runs a pretty wide spectrum, from my Warshade or my Fire/Therm controller who can't get enough, to my DB/SR scrapper who has enough recharge to run her combos back to back, and no click powers besides her primary and Practiced Brawler. Using Hasten on this character would actually be a bad thing - it would make PB fire more often, hurting her damage output.
She's definitely a rather extreme case, but there it is. -
I doubt such a database would be excessively problematic. Back when I played WoW I used Auctioneer a good deal and even with the orders of magnitude more information it gives compared to a system like this it wasn't a hardly a win button. Did it help? Hell yeah. Best addon I even downloaded. But even if you did have a weeks-long graph detailing the trends on an item and knew the exact listing prices of that item you still got burned, you still got undercut and you where still vulnerable to the usual fickleness of market trends.

I've been away from the game for a year or abouts, and what do I find when I get back? Well, all sorts of crazy stuff. Very crazy stuff. But what really shocked me was that the Fitness Pool was inherent! Holy cow. I could pick a whole three, yes, count 'em, three new powers. And on a build as starved for powers as DB/SR this is godsend.
It also means respeccing, buying new enhancements and lots of head-scratching as to what, exactly, I should pick. I settled for the good old Medicine Pool because, hey, making myself even harder to kill than before is good, right? Also, the tasty, tasty set bonuses on the healing sets. Thing is, a year is a long time and I've honestly forgotten half of what's what in the scrapper world, and the stuff I do remember was probably nerfed and/or buffed. In short, I'm sure the forum's local fauna can help tweak this build a good deal.

Crane Kick the most retardedly fun meelee power I've ever had on a Scrapper. Great damage, great KA-POW! sound and a flying enemy all in one package.

I had this happen to me in the final mission of a Tarikoss SF. Thankfully the team was skilled and /traps is powerful enough that even as an attackless MM I was able to contribute to the fights.
Zoning or dismissing didn't help, although for some reason I didn't think to relog. -

Parry is great for the levelling SR. It makes those pre-22 levels so very much easier. It can be respec'd out of later.

Without excessive experience in either set, I'll give a semi-educated guess:
ST Damage: Broadsword
AoE: War Mace
End: Neither. Ok, ok. Probably Broadsword
Secondary Effects. Broadsword gets Parry. -
Hell yes. Frankenslotting is awesome, especially when you have few slots to spare. Most of my characters get frankenslotted at 22-25 and slowly get decked up on sets if it's worth the expense.
I also like to semi-frankenslot two sets for 2 and 3 piece bonuses. For instance, 3 Touch of Deaths (two triples and dam/rech) and 3 Mako's Bite (quad, triple and the dam/rech) get's you 3% +HP and near ED capped values on rech, dmg and endred with about 60% acc to spare. Good stuff. -

1) How often do you PuG instead of grouping within your SG or friends?
Pretty much all the time.
2) How often do you group with friends and fill the rest of the group with PuGs?
The rest of the time.
3) How often do your PuG members do what you feel needs to be done without being told to do so?
Always, pretty much. Sometimes a little tactical pointer comes in handy, like 'holds on the Sorcs, please', but rarely more.
4) How often do you find yourself telling PuG members what you feel they should be doing (for the good of the current team/session)?
Rarely. Most PuGs are competent enough to go through your average mission with little to no trouble.
5) How often do you find yourself adding PuG members to your friends/global friends, and if those lists are full, using other methods of remembering them?
I add to local friend list regularly, and occasionally Global.
6) How often do you group with complete jerks in a PuG?
Complete jerks very rarely. Regular jerks are a daily occurence, and something I pay no heed to. -

lolwut? Full Auto is awesome. It's no RoA, but it beats any nuke-type T9, easy. And dude. Flamethrower is one of the best spammable AoE powers in the game. -

Another thing I realized is that Power Customization really cut out a lot of One Power Killing a Powerset for me... Mainly because I tend to be a concept sort of player and power-chooser. The visuals can do a power in for me.
I had a SS/Invuln Brute that I ended up remaking as SS/SR because I was a bit turned of with the glows and effects on the Invuln powers.
Now, with the No FX options... I'd have been happy to keep it as Invuln, hehe.
So... Power Customization has saved a lot of powersets for me! -

You know how Tanks are boooooring and sloooooooow? How Scrappers get called easy mode? That's the "feel" of each of those ATs. Blasters get "living on the edge" as their "feel".

Possibly. Imagine you use a low EPA (say, 5) attack 10 times in the 30 seconds your average fight lasts. Now imagine you have another attack, this one with high EPA (say 20) and you use this attack exactly once.
Slotting to reduce end costs by 50% in the 1st attack will save you 5x.5x10=25 end over those 30 seconds. Reducing the second's End cost by 50% will save you 20x0.5x1=10 endurance over that 30 second period.
So don't bother with EPA. Estimate the number of times you use a given attack per combat. Multiply that number by it's endurance cost. Do this for all attacks. The attack with the largest number is costing you the most end overall. Slot it for more endred.
