  1. A lot of people (myself included) for for smashing/lethal defense on squishies simply because the APP defense shields give s/l defense, not positional.

    Blasters can go with Ice Shield, Controllers can go with Ice or Stone Armor, Corrs, MMs and Doms can go with Scorpion Shield, etc.
  2. Yes, even if you have a big enough Heat Loss to recover several end/sec after using it you'll still have the initial toggle dropping crash.

    While the P.Shifter proc can sometimes prevent your toggles from dropping, its very rare.

  5. Yeah, ignore the ingame labels for how much damage a power will do. They're alright for a ballpark idea at most but are often misleading.

    Honestly I'm crazy about both powers. Blaze hits absurdly hard, but a tier3 blast that animates fast, does high damage and has a guaranteed stun to boot is just mmmmmm good

    This is a great point. Dam/Range HamiOs are dirt cheap because no one wants them and they're great in the Breath powers.

    This. They're cool videos but I was really hoping for more information in the Dev Diary things when they're really just adverts that seem like they're aimed at new players.

    Which is great and all, I realise something like GR is a great oppertunity to reel in new players. I guess I just think its a little disappointing that the videos are so high in fluff, low on content.

  9. Ehm...in a sound bite, Blasters are more of a force, Corrs are a force multiplier.

    Corrs are better for teams due to their buffs/debuffs. The buffs/debuffs can also make them more survivable solo.

    Blasters do significantly better damage. Mez doesn't affect them as badly as Corrs (with the exception of /Sonic and /Traps Corrs who have good mez protection) since they can still attack with their first tier attacks.

    Corrs buff the team, debuff the enemies and blow stuff up.

    Blasters just blow stuff up, but they're much better at it.

    If you're looking for a more nuanced/team-friendly character I'd go with a Corr. If you want a straight-forward glass cannon nuker, go with a Blaster.

    True, I personally put the KB Prot and the 3% in Tough because I needed both of them anyway so I figured I might as well get the rec bonus.
  11. Ehm, do you mean Transfusion or Transference?

    Transfusion is the tier1 power, the AoE heal. Transference is the tier8 which gives +end in an AoE.

    Transfusion does accept end mod enhancements because it does a small -end effect on the target. Enhancing the end mod would make it drain more end. I wouldn't bother.

    Go for acc/heal.
  12. TFs, teams, AVs and GMs. That's mostly the /Rad though.

    I guess slows are a forte of Ice/Rad, with LR and the blasts. Ice Storm and LR would slow a group pretty well. IMO the problem is that slows are a nice side effect rather than a goal. So while I love the slows on LR, Sleet, etc, I generally skip powers that are explicitly slows (like Snow Storm, even though its a pretty beastly slow).

    Ice/Rad is a great all round team and TF char though. High ST damage for bosses and AVs, fantastic debuffs and a highly desireable team buff in AM. The AoE is a little on the weak side, as you've noted. Frost Breath is fairly meh and while awesome, Ice Storm just doesn't make up for a lack of a proper TAoE like Fireball.
  13. The -tohit on it is indeed massive. While the damage isn't that great compared to other nukes, I wouldn't relegate it to just a panic button.

    If you've got a huge Heat Loss to counter the -rec the spawn is gonna be really res debuffed, throw Sleet in the mix and Blackstar is still going to do serious damage.

    I'd use it as both.

    1 set of 4 Kinetic Combat (the cheapest ones I could find on the trader, they go pretty cheap at low levels)

    Ah yeah, Maneuvers too. Maneuvers is a good way to help get to the softcap on the cheap.

    Good point, the low level Kin Combats can actually be really, really cheap. They are quite hard to find though and the supply is spotty at best since they're low level and BM supply is fairly weak in general.

    For that reason I tend to not advertise softcapping a Kin (or anything other than a SR, really) as cheap.

    Yeah, the 3% is awesomely cheap. Stick that and a -KB Steadfast in Tough and you're good to go

  18. I've stayed out of this so far because as a filthy Redsider blueside Hamis don't really concern me, but one thing:

    Not running raids because BaBs said they weren't being run as intended is stupid. Players do things the devs didn't intend or do things in a way the devs didn't intend all the time. Some are exploits, most aren't.

    Rad_Avenger, Softcapping is obviously better but if you're okay with 32-33% I think that's fine. As long as you keep a row or two of purple insp you should be fine.

    33ish % is still mitigating a huge amount of incoming damage and inspirations aren't exactly hard to come by so I'd say go for it. That also gives you more wiggle room for stuff like +hp and +recharge.

    BunnyAnomaly, While I agree that the defense is of much more benefit than +rech/+hp it's not realistic to softcap a Kin Corr for 300m. Kinetic Combats are the easiest and most effective way to do so and it's not possible to reach the 3.75% def bonus from the set without having to buy at least 1 of the expensive pieces.

    You make it sound like you either have softcapped defenses or you die instantly in every spawn. That's just not accurate. Okay, if you rush headfirst into a x8 spawn with only your APP shield without popping insp you'll probably faceplant, but wanting your character to be able to survive a full team spawns worth of aggro is hardly conventional.

    If the OP hadn't mentioned a budget or had a much higher one I'd say definitely go for the softcap. Softcapping can be expensive and a Kin Corr can be survivable enough for realistic scenarios (as in not tanking a x8 spawn without insp/support) with just their APP shield. To that end, I recommended going for the other core stuff which will help a lot and are very manageable with a 300m budget.

    It is true that Kin gives you a fast recharging heal, end refiller and +recharge buff, but getting good +hp, +rec and +recharge are still of great benefit to a Kin. The more hp you have, the more breathing room you have for hitting Transfusion. The more recovery you have, the more you can focus on kinning/blasting and not having to refill your end bar as often. The more recharge you have, the more you can use Fulcrum Shift, your AoEs and your best blasts. Hell, the more recharge you have the more recharge you can get from stacking Siphon Speed.

    No, but if you put one together I'd be happy to offer help with it.

    Basics: take your core powers (Fire Blast, Ball, Blaze, Rain, Siphon Speed, SB, Transference and FS)

    Get decent +recharge, +hp and +rec. For a more expensive build, aim for softcapped smashing/lethal defense using Scorpion Shield.
  22. Talen, one thing to bear in mind is that Freakshow give reduced exp/inf at 50. I'm not sure how much less because I've not farmed Freakshow at 50 since the Burntank days, but I'm sure it would be a factor in the lowish inf from kills value you got.
  23. Probably my SS/Fire Brute. Over all the respecs he's probably cost about 4-5b. Earned me far more than that though

    edit: no idea how much it'd cost to buy all the stuff today though, heh
