Citybinder is probably the easiest way to set up speed on demand binds.

When you log in, if you check the system chat channel (the bright green one) it will tell you how many costume tokens you have. The number will also show up in the tailor interface when set to pay with token.

From what I've heard, if you set Ice Armor to use the darkest blue, it becomes barely visible. For DA, as Aggelakis said, BAB is working on a theme which will keep the VFX but wont turn you character invisible.

For Sonic, Bright D9 and D3 match the above pretty well. -

Rounding to 2 decimal places seem to match the number in the wiki other then level 50s with 1 SO. if you take the SO as .3333 rather then .333 (assuming it's meant to be a true 1/3?) you get the rounding right ( SS:81.13468, SJ:61.85335, Fly:51.68798). -
The target window displays their faction under their name.

But FW is correct. They are not going that fast.
Its deffinetly not the uncapped speed, I used to get 48ish mph in the atribute monitor and my mouse over claimed I had +80 something mph. I half remember it being close the the percent of flight speed fly was adding, only misslabeled as mph. -
I should think the biggest reason would be the same as we were given for limiting the capes with wings, each character has a limited amount processing resources they can use. By creating a clone, the player would effectively double their needed allotment.

a few of the MMO news sites (I don't recall which) did a piece on the survey. I honestly don't recall any interview where the Devs talked about new advancement.

A few months back, some one posted a reply from Hero 1 that hinted at an in game event. Some poster thought we might get capes at level 1 but no one really knows anything.

As far as I understand it, the Devs/mods aren't the ones you'd want to talk to, you'd need to talk to the GMs. Your best bet would probably be to petition the character yourself and see what they say.

I recommend using bindloadfilesilent rather then bindloadfile, that way you wont have as much cluter in your system chat.

You can upgrade the CoH/CoV standard edition with the DVD edition, but you can't do it the other way around, adding the DVD edition first locks out the standard edition. At least thats what I was told the last time it came up and I noted I couldn't add the standard edition to my account that already had the DVD editions on it.

If the Dark Watcher rezzed anyone in the comics, it was either situational, a non-canonical flub, or both. He's definitely Ill/FF.
Edit: after looking over the power sets again, yes, Ill/FF does seem to be the best fit. -

After I16 beta started, the Character Creater was available briefly before they put in the new system that blocked access to it.
