The current bottleneck does seem to be in testing, so that's what is being skimped on to the detriment of the game. That doesn't mean that they can pull people off of doing new costume pieces and let them code fixes as they wouldn't have the correct skills, but it does mean that the more trivial stuff with strong deadlines that is put out (that also needs to be tested), the less time is available to test things like bug fixes and patches.
If you're referring to bugs within the interface, no I do think that would be the same group of people, or at least, a related group of people. But bundling items and putting them on the market, yes I do think that is handled by a totally different person (or group of people) than the people who take care of actually creating the content, testing it, and fixing bugs. And testing is done by both developers and also the actual QA team, neither of which has anything to do with getting things into the market. That wouldn't make sense. It's like having the guys who stocks groceries on the shelves in the store be part of the same group that grows, picks, packs, and ships the food. It's just not the same guy. -

I assure you, it's not. I'm not going to go digging through the archives to find all the posts where Backalley Brawler had to insist he couldn't animate away powers bugs, but the work at Paragon Studios is certainly compartmentalized, as it is in most major companies. It just doesn't make sense to have your developers work on non-development items, any more than it makes sense for non-developers to work on development items. I realize you may not believe me unless a redname comes and confirms, but I am 100% confident that the person responsible for updating the market is not responsible for fixing bugs, or anything related. -

The person responsible for putting together the items in the Paragon Market is not in the same group of people whose responsibility it is to fix bugs. That is to say, adding new (and perhaps "trivial") content to the market does not in any way diminish the effort to produce, test, and publish new content. (As in, actual content.)
There's therefore no reason to be upset that some other things within the game continue to go as scheduled while bugs show up in the game. For example, there's no use in yelling at your mailman if your power goes out - the mail service can keep functioning in your neighborhood even if your lights don't work.

I'm very excited to see the flashing graphics bug fixed, and I hope that resolves the terrible freezing/lag I was experiencing as well. A person with less patience than I would find the game frustratingly unplayable; as it is I only get to play a few hours per week so I suffered through it. For those who weren't experiencing it: imagine your frame rate dropping to <1 fps for anywhere between one and five seconds, with an occasional ten-second burst. Interspersed with these are a few seconds to several minutes of normal gameplay, which is the only reason I could put up with it. Lagging in combat is annoying, but having a few clear seconds to frantically fire off attacks at least kept me alive ;]
Please oh please let it be the same bug, and I can't wait for this to go live!! -

Do you mean to say:
(A) "These costume pieces will only be available FOR PURCHASE until November 18, 2011."
or
(B) "These costume pieces will only be available TO WEAR until November 18, 2011."

Wow, GM killer huh? Very impressive!
I'd just like to chime in that Bots/Dark doesn't "need" crazy slotting to be fairly powerful in PvE. I don't mean AVs and GMs, but regular content, even with the difficulty turned up. Bots are very survivable, can't be mezzed, and Dark Miasma is just an extremely potent set. The -ToHit, mez, and excellent heal, plus Fluffy (who adds more of all three), plus the Tier 2 bots' ability to heal the other bots.. very solid.
Here's my Bots/Storm's build, all Generic IOs and she still holds her own very well in most content.

Sure you can go around monsterslotting, but unlikely you can get more out of this unless you gonna spend quite alot more for the better sets.
Regarding Ice/Ice Blasters, there are a couple different aspects you can choose to focus on. You can't dedicate yourself fully to all of these concepts, but if one suits your play-style you can do pretty well. For instance I chose to focus on holds, but I could have just as easily focused on slow instead.
Damage: Mostly single target, but two location AoEs (including Blizzard) and one cone. Can be supplemented with Epic Power Pool.
Mez: holds, slows, knockdown, can also be supplemented from Epic Power Pool
Part of playing Ice/Ice effectively is making sure that when you use Ice Storm and Blizzard, your foes stay under the AoE long enough to take full damage. In fact, Blizzard does more damage than any of the other Blaster Tier 9s - IF you can keep the enemies underneath it. This is where Ice Slick and the holds come in very handy. Ice Storm and Blizzard both have knockdown and slow components, which can be enhanced (but I usually slot both powers for maximum damage and recharge). You can also use Shiver and/or Frost Breath to pile on more slow.
The reason I didn't focus on slow with this toon is because it *appears* to be less effective than the holds. "Appears" is the operative word here - I'm not saying slows _are_ less effective than holds, they just don't _seem_ to be as effective. Because after all, even if you floor someone's run and recharge, they can still move (slowly), and they can still attack you. I am not familiar with AV slow resist versus hold resist, so I don't know if AVs specifically or mobs in general are weaker against one or the other.
Either way, I'm not really a min/maxer and it all boils down to how much fun I have playing the toon. :] -
This build was designed mostly by Walleye, with tweaks and modifications by myself. A few notes regarding this build:
- We wanted a strong Set-based build using mostly or all "inexpensive" sets*
- I wanted to keep all four available single-target holds, and slot them relatively well**
- I wanted as much AoE as possible in the form of Ice Storm, Frost Breath, and Static Discharge
- I feel that the default slot in Aim and Build Up are plenty, though I know some people disagree. I felt the slots were better used elsewhere.
PLEASE NOTE: This build perfectly suits my play-style and goals for this character. Feedback is welcome for the purpose of discussing ice/ice blaster builds, but there's not much chance that I'll be respeccing KWS any time soon. :]
By virtue of the set bonuses, this build provides pretty good defense, excellent accuracy, and good recharge. Again, all with relatively inexpensive sets.
* The purples happened to drop by luck, there are plenty of other things that can be placed in Static Discharge.
** The four single-target holds are an important part of the way I play this character. She can chain-hold many EBs, not bad for a Blaster! I play her kind of like a high-damage mini-controller or pseudo-dom.
My Favorite Combo: Ice Patch, Aim, Build Up, Ice Storm, Blizzard, Self Destruction, Return to Battle, Ion Judgement. HAHAHAHAHA.

I'm really disappointed that Paragon Studios insists on doing give-aways exclusively off the main site. THIS is the CoH community, FB and Twitter should be supplements only.

I had to check the costume creator just to be sure I didn't need to purchase the IDF costume bundle. I do realize that it is not a simple fix, but I hope you will continue to work on it.

So far the colors I've picked seem to be different enough that they're distinguishable for all of the color blindness types except pure monochrome - which at that point there's very little likely I can do.
Still, if anyone is having issues I can add patterns to distinguish between close colors. Which I may do in any case. -

Hello there! For nearly a year now I've been keeping and updating a City of Heroes Historic Calendar (which can be found here: coloden.com/city).
In color-coding different events, I tried to pick color combinations that would be easy to identify for both those with and without color vision.

The Key for the colors is at the top of the PDF in the middle. Please let me know if any of the items in the Key look similar to each other, or if when searching for those items within the calendar itself you're unable to definitively identify them.
I may have to resort to patterned backgrounds, which would be fine.

I can't view the original list right now (I'm on my cell) but I'm glad to hear Almost Got 'im made it to #1, it's a great episode. Tyger, Tyger is also one of my favorites. I had forgotten about See No Evil, that was also outstanding.
I think my absolute favorite episode is (IIRC) Girls Night Out - Joker kicks Harley out and she's determined not to crawl back. While robbing a museum, Harley is tripped up when Poison Ivy, robbing the same museum, trips the alarm! The two decide to team up and caus havoc in the city as mavens of mayhem!!
My favorite line in the episode:
*Harley & Ivy are stopped at a traffic light in Ivy's convertible when a car full of "spunky young men" pull up in the adjacent lane. They hoot and howl and make rude, suggestive gestures at the costumed villainesses*
Ivy: Didn't your mother ever teach you manners?
One lad: What are ya gonna do, spank us?
Harley: Yeah pigs, and here's the paddle!
*Harley pulls out a bazooka and blows up the fools' car as they scramble out of it*

I was positively gleeful and took several screen shots. The demonic and angelic versions of my toon were a surprise and just totally cool, and turned what otherwise would have been a routine mission into something I really enjoy taking my time with. Definitely one of my favorite missions in the game, and specifically so because of that tech. -
As was Mentioned, nurture has a lot to do with height. Many studies have shown that historically the healthier a culture is, the taller the average height. Famine and long term drought will reduce the average height of a population, even in a single generation. Reference the nordic countries versus Asian countries - population growth puts a strain on the food supply. Though the Japanese eat a healthy diet, they don't eat a whole lot of it. (there is also a lot to do with genetics as well of course.) the avg height in America climbed for a long time but I think it's declining now.

Some of my characters (especially my namesake in my sig) already have many more than five costumes, so the ability to save costumes to my hard drive has been a godsend. It just means extra trips to the tailor to switch costumes out from time to time. In fact I have some toons who have zero costume tokens left, not even vet costume tokens (and I am a 7-year vet). I spend a lot of time in the costume creator. So having 10 costumes per toon (again assuming I read that correctly) is just... MADE OF AWESOMESAUCE.
