On a scrapper, it will never happen on your own.

Shield is by no means the sturdiest, it is the sturdy while putting out the most dps ST and arguably AoE DPS but that is another horse to beat. Invul is probably sturdier pared with Dark Melee but cannot put out any where close to the DPS.

On a happier note, I too have the power. At least, assuming there isn't a rollback (which would make me), we finished five minutes before the announcement popped up. Then I immediately changed my difficulty to +2. I hereby propose we start a "Turn Up Your Damn Difficulty" campaign. Even-cons are chumps. They were chumps even before we got to be +1, and bringing a full team to fight them is much like asking the Freedom Phalanx to help you beat up those Hellions over there.

If you guys are paying 80 million for a stealth IO then I have a brooklyn bridge to sell you because you are getting royally ripped off.
I would like to see the concealment pool buffed.
Remove speed debuff as well as remove the defense suppression if you attack from Stealth
Make Invisibility useful, why was it ever made to not be able to interact with anything when used was beyond me.
Grant Invisibility is fine as is
Phase Shift is a delicate thing and honestly I think it is fine the way it is right now. I remember when it used to be awesome in that you were doing the McHammer while being able to interact with glowies. -

As I noted in my 'double XP weekend' thread, I looked, and looked. Dare I say it? Dare I say that DM/Shield is so far, IMHO, the most 'powerful' feeling scrapper?
I'm sure that will P.O. some folk who love their toons, and maybe rightfully so. I have played just above every combo I can think. Every primary -except- KM to at least 30, if not 40 or even 50. Some have different 'angles' or surivivability, or trickster type doofus stuff. But for RAW power, with a dose of survivability, I still can't beat my DM/Shield.
I did try a Shield tank and I don't like it nearly as much. To me it is a beautiful scrapper tool. But that being said I really, really did try to like something else. And after 2 days of grinding up toons that I hadn't tried, I really just confirmed the DM/Shield guy. I think you can even make a 'so-so' DM/Shield build and it's going to do very respectable.
I really haven't chased incarnate stuff with my scrapper. To be honest I have blown will into 2 billion hard earned influence on my Blaster, but not my scrapper. So now I'm looking at the best route to go (minus purples as usual, because I just get those, when... I get them.)
So I'm back to tweaking this guy, but I'm now somehow going to shoot for 50% and above defense on positional stuff. -

Kat is not really heavy on PBAoE, but does have 1 PBAoE, 1 wide cone, and 1 small/medium cone, which isn't bad. Divine Avalanche is also a great bonus for early level survivability, which is good b/c you will undoubtedly jump into situations that will be more than can initially handle.
WP is a nice overall set that is good from start to finish, whereas a number of other secondaries are more late-blooming. It provides layered defenses which is always useful.
