    MA/SD Scrapper

    Martial Arts is a good set, has a mixture of stuns, immobilized, and hold secondary effects. Does good damage well while not being endurance hungry. Shields has good defense and adds a damage buff and a nice attack in Shield Charge. You definitely won't be disappointed.
  5. I don't like any of the Scrapper's epic power pools, they all suck.
  6. I'm not sure how much defense debuff resistance can be achieved but I know it's above 60%. The HO is Membrane Exposure.
  7. Energy Manipulation has 1 power with knockback.

    Yeah you do need Maneuvers but you could switch it for Combat Jumping and still be at or around the soft cap. As for the attack chain I am not sure, it's been a long while since I played him.

    Blasters almost got two conserve powers first round of power set proliferation until everyone started complaining that they liked shocking bolt and then someone changed it.

    There have also been two accounts that I can remember where the cottage rule was broken, MoG and Gravity Controllers team teleport.

  23. Here is my build in True Grit there will be a full set of Panacea and in Tough there will be a Gladiator's Armor +Defense. I'll be 1% away from the soft cap to AoE but I'll have 90% recharge bonuses and close to 300% regeneration.
