You have to fill up each tier before moving onto the next one. You can earn additional Rewards tokens by buying Points, but it'll end up being a little costly to get up to tier 9.

Sorry, re-reading your post, i don't think i included nearly enough information. You can't directly purchase Tokens. You earn them for months subscribed and for a few other things, like purchasing Rewards points. I think you get one for ever 1200 points spent (?) but it's been a while so i might be wrong.
If you have tokens remaining, you can choose what you want to unlock in the tier you're currently in. The places you can put a token will be highlighted inside the circle with a green rim. Again, you cannot unlock anything from higher tiers before filling up the one you're currently in. Them's the breaks, unfortunately. -

I'm not mad, just unimpressed and disappointed.
There's a local hardware store in my neighborhood that regularly puts out coupons for free keys, no purchase required. Keys cost a company, what, maybe a nickel to make? and are usually priced around a buck fifty. A free key isn't usually enough of a draw to get me into the store, but if I'm there, and i have the coupon on me, why not. Or alternative, if i need a key, where do you think the first place I'm going to go is?
Of course, the hardware store is hoping I will buy something else from them, but they put no obligation on me to do so, and nothing says I can't just take my key and leave. Should I express my disappointment in the hardware store for doing a crappy job of getting me to buy more stuff, Or my appreciation that they conveniently offered me something I wouldn't have otherwise had?
Eh, I think I'll take my free key with a smile, thank them, and probably go spend that dollar on a diet soda. -
The fun lay in the achievement itself. Some people enjoy game mechanics, other people enjoy what they can do with the game mechanics. Speed runs are a meta-game of their own. Actually, it occurs to me that it's very similar to the draw of eeking out every last little percentage worth of performance increase from an IO'd toon.

Binding Shift + L Click to Teleport. I cannot even express how much easier it is to move around now and teleporting is practically as easy as any of the other movement powers.
And /Suppressclosefxdist x has been a life saver on the relative low end computer I play on. -
The suggested change has...uh...changed since the first post. PPM will not be based on global recharge, only slotted recharge. Read through Synapse's posts for more information.

It is important to note that LotG is a special case and you can have five LotG 7.5% recharge and up to five of another set that gives you 7.5% recharge since they are considered different set bonuses.

Edit: Ah, i need to clarify, you can only receive set bonuses for five, but your question is ambiguous so i feel i should mention that you can still get direct enhancement values from as many as you try to slot. -

Has stuff changed since then for CoX? Yes it has, and for the better... but it hasn't always been this way
Not all enhancements are the same, and you don't necessarily want the same ones as the guy next to you. So having a repository where you can buy them is ok with me. It lets you make choices. Putting them in a store is just sort of a natural result.
But lets face it, in those other MMOs, who doesn't just level up, and buy all the skills anyway? I tried to think of a cogent metaphor for this but i litterally cannot come up with a real world equivalent for something that everybody uses and that people are charged for piecemeal for absolutely no discernible reason. It seems like it's there to give you some sort of choice but that's a complete illusion as everyone takes everything regardless. Why not just give me my new skills when i level, or at the very least new ranks? It seems like its just a nonsense mechanic that keeps getting put into new MMOs because some other MMO did it that way.
I do kind of wish that i didn't have to buy a whole new set of SOs every 5 levels though. That can go away if the devs feel like it and it would be ok with me -
Ah! I have literally NEVER stepped foot in Striga. I'll definitely add that to the list. I had Monatgue on the to-do list but i didn't even know there were other contacts in the midnighter club, people use that place OTHER than just to get to Cimerora? go figure!

Hmm, I'm deliberately staying away from the Hollows this run. Unlike some of the newer content (and to be fair some of the older content) I have played the hollows to death with my slew of characters around level 15. First ward sounds interesting though, and I'll have to put that on my list. I've never seen anything there before.

I started a new project.
I'm a returning playing from a couple years back and I've got a grand total of one 50 and a boatload of alts. Recently, I've found myself blowing through mission texts on my new characters, feeling like I've already read it all once, why do it again?
So when i rolled a new KM/WP scrapper i figured i would rush through the early game as usual, but i decided to run through Twinshot's arcs for the badges and for some reason this time i slowed down to read the fluff and...hey, some of it is actually, well...entertaining. Go figure.
So I've decided I'll take it slow with this toon. Enjoy CoH rather than just trying to push for the level cap. Grab all those mission badges. Actually read the missions text. Level lock when I have to to prevent missing out on the arcs I want to do and generally savor the experience. Right now i'm level ten and starting to branch out into Kings Row (who knew it still existed!) and seeing what I've missed.
So here's what i need. What's some of your favorite content? Where are the clever, entertaining arcs hiding? What do I simply HAVE to do, in your opinion, starting with an emphasis in the low levels (cause that's where I am!) -
I 2nd the people. I love the people i play with. They're generally all awesome people who are more than willing to forgive my mistakes and help me improve.
Developers who listen to their community and respond, whether by including new content, making changes, or letting us know why they didn't
SKing/Exemping is a big one. I don't have to have a different toon for every friend i play with, i can just join with them at any time! This is brilliant, way underrated and taken for granted in CoH.
How i look is irrespective of how awesome (or lame) i actually am. It takes you to the end game in some other MMO's before you look cool, and even then you may be stuck looking cool, but no the kind of cool you want to look like, or having to sacrifice visual aesthetic for performance. I hate that.
Not having to buy 5 ranks in the same skill over the course of my characters life. I had forgotten about how that one Blizzard game, and that other one with hobbits and elves etc. and the new one IN SPACE! all made you do that. I was at a friends house playing the aforementioned SPACE! one. Having to buy the second rank (wait...having to spend in game currency on new skills ANYWAY is plain stupid) in one of my skills caught me off guard and elicited a "What?! isn't this 2012? Aren't we past this silliness yet?" from me. Seriously, is there a point to that?
Loads more. I remember playing and about a dozen times in a 2 hour session i kept asking myself "why on earth is a new MMO using these stupid 'features'? haven't we gotten past this by now? For pete sake, i still have to PICK UP LOOT!" -
If you're coming back as a Premium, IOs may not work for you. You need to either be a VIP, pay for a Invention License through the Paragon Market, or have enough Paragon Rewards Tokens to open up the lifetime license perk.

You get one token for making your first purchase of PP, and you get one for ever 1200 you buy, but you do NOT have to buy them all at once.
So, i think $5 is 400? so $15 would net you 1, $50 should net you 3, with a third of the way to a fourth, plus one if it's your first PP purchase. Also, you get a bonus for buying in bulk, and that bonus also counts towards your next 1200, but i'm too lazy to do the math on that at the moment.
You would need to have at least 35 token to start drawing from the tier 9 stuff (so 36, i believe) and at that rate of purchase you would need to drop somewhere in the way of 435 bucks if you're starting off as a Freebie.
Someone feel free to correct me if my numbers are a bit off -

I'm in a similar situation. played back in the day, came back because it was free and i found i wanted some of the perks. It sounds like what would benefit you well would be buying a copy of GR, which would give you another month (including that last reward token so you can use global) and access to all the GR stuff, EVEN IF YOU GO PREMIUM (with some exceptions, see the wiki I suppose).
I got my copy online from amazon for $1 and you can find similar deals out there if you dig (just make sure they're new, factory sealed). -
I'm working on slotting my Emp defender now that I've got some wealth. She's my first (and only as of now only) 50 so i'm not terribly experienced slotting for performance, but I've done a little research and i just want to run it by the experts to see if I'm on track here.
I'm slotting for heavy recharge set bonuses and i want to hold onto those set bonus even if i exemp down (i like helping the lowbies so exemping isn't a rarity). My thought is that the recharge bonuses (and other set bonuses) are going to be of greater importance to me than getting the most out of every direct enhancement value. That leaves me with these rules for what i'm going for.
- Slot most of my IO sets at LVL 30 giving me reasonable direct enhancement values and letting me retain my set bonuses down to 27
- Slot procs (like Numina's, Perf Shifter, Miracle etc.) at whatever level I can find them cheapest on the market
- Slot globals that only offer global bonuses (LotG Rech) at the lowest i can find them.

This is most likely a team build, from the way that you have a couple powers slotted. Correct ?

This is my first 50. When i first started playing i liked it when people told me "thanx for teh heal" so i built the whole thing around being a pure Emp and was really disappointed at how weak i thought Elec was (seeing as all i had was charged bolts, ball lightning and the pet, i don't know why i should have expected more). 3 years later i came back to playing as a much wiser and well studied player and asked myself what i was thinking. I rerolled her more or less to what you see below (though she will need another respec to get her to this) and found my niche. I know most players want damage buffs these days, but i really love being able to jump into a spawn and pop a Short Circuit or two on everyone around me. I can't debuff my enemies in any traditional fashion, but who cares if all they can do is stand around and stare at you and your buddies.
So that's what i'm going for. An Emp Sapper, hence the slotting on Short Circuit and Ball Lightning. I think with the all the global recharge and the damage slotting on Charged Bolts and Lightning Bolt i should be doing decent damage and even be relatively safe in melee.
As far as slotting, this is my first ever build and it's a rough draft because i don't really know what i'm doing. I stole most of the slotting for the Emp powers from another poster on this board (i'm sorry! i would give you credit but i can't remember your name!) I know i should build for recharge but i'm a little unsure about the slotting for Fort, and i would love some advice as to what i should do with the Leadership pool ( i originally had assault and tactics but took both Veng and Manuevers to stick the extra LotG in there)
