For the second, at level 20, you can get a mission arc to unlock (most) capes. Once you get to that level, talk to the City Representative in Atlas Park City Hall as a hero, or Mr. Rodney in Cap Au Diable as a villain. At level 30, you can unlock Auras by talking to the same contacts.
Also for Capes & Auras, you can purchase account wide unlocks for both in the Paragon Market for, I believe, 160 PP each. That would allow you to use Capes and Auras (if you Unlocked Both) from Character Creation or allow you to go to the tailor before Level 20 and add them to existing Characters (for INF, of course...).

How the hell to fnish creating a character???
At the end it says w8 till Stage 2 finish downloading but that Stage 2 is always at 0% so WTH?
P.S How to unlock unlocked stuff like capes?
