Savoring CoH
I always recommend the Hollows arcs (Wincott, Flux, Julius, and Talshak). Some good stories, cool maps, and plenty of xp. Though you're already in Kings Row, so that's probably moot for you.
I've tried a variety of arcs from 10-20, but nothing that has stuck in my memory.
Once you get to 20-30, I highly recommend checking out First Ward (provided you have access to it). Solo, it can carry you almost the entire way (provided you clear your missions). While teamed, you will probably have to turn off xp eventually. It is a beautiful zone with some really interesting (if sometimes convoluted) story lines.

Hmm, I'm deliberately staying away from the Hollows this run. Unlike some of the newer content (and to be fair some of the older content) I have played the hollows to death with my slew of characters around level 15. First ward sounds interesting though, and I'll have to put that on my list. I've never seen anything there before.
Faultline story arc at around level 15.
Revenant Hero Project story arc at around levels 32-35.
Doc Delilah's arc at level 20 followed by the Agent G arc are also recommended.
Oh, and do the Montague Castanella arc while in your teens to get access to the Midnighter's Club prior to 20. So that you can do Mercedes Sheldon's story arcs at level 20 (she is in the Steel Midnighter's Club).
I also like to hit Striga Island at 20 to get Stephanie Peebles' arc, which leads to Tobias Hansen who gives some good Council arcs so you can ultimately earn the Atlas Medallian (Slayer and Silver Bullet badges).
Don't run the Dr. Graves arc.

Ah! I have literally NEVER stepped foot in Striga. I'll definitely add that to the list. I had Monatgue on the to-do list but i didn't even know there were other contacts in the midnighter club, people use that place OTHER than just to get to Cimerora? go figure!

Villainside, skip Willy Wheeler - god, I hated him. Not hard, just really irritating.
Crimson Revenant is unlockable (actually... do we need to do that still?) but I liked it.
Vernon von Grunn and the Television in Grandville are two all time favorites. Television makes more sense if you run the Radio in Oakes.
Wanted: Origin centric story arcs.
If you've only played an AT once (one set combo) and "hate" it - don't give up. Roll a different combo. It may just be those sets not clicking for you.
There's an abundance of riches once you hit 20. In addition to what's been mentioned there is also Roy Cooling, the clone arcs (can't recall contact) and tip missions. If you are VIP you can do SSA 1 at level 10 I think.

turn off exp if you have to, but do the tip missions. some of the setups area tad elaborate, but the stories and payoffs kick. particularly the hero morality mission "one good spider" its in the high level range, but i run it as often as i can.
also, try faultline and really try firt ward, First ward has a very pronounced neil gaimen quality that i just love.
finally, try the praetorian stuff, its a little harder, though as a vet you should know enough to mitigate it with no problems, and there are some interesting characterizations in a slightly darker comic setting. i have so far done 3 wardens, 1 responsibility and one crusader run, and each one had engaging characters.
When you hit 20 and get Keith Nance, do his arc. His isn't all that great... but Special Agent Jenni Adair (who he unlocks) is SOOOOO worth it.

I started a new project.
I'm a returning playing from a couple years back and I've got a grand total of one 50 and a boatload of alts. Recently, I've found myself blowing through mission texts on my new characters, feeling like I've already read it all once, why do it again?
So when i rolled a new KM/WP scrapper i figured i would rush through the early game as usual, but i decided to run through Twinshot's arcs for the badges and for some reason this time i slowed down to read the fluff and...hey, some of it is actually, well...entertaining. Go figure.
So I've decided I'll take it slow with this toon. Enjoy CoH rather than just trying to push for the level cap. Grab all those mission badges. Actually read the missions text. Level lock when I have to to prevent missing out on the arcs I want to do and generally savor the experience. Right now i'm level ten and starting to branch out into Kings Row (who knew it still existed!) and seeing what I've missed.
So here's what i need. What's some of your favorite content? Where are the clever, entertaining arcs hiding? What do I simply HAVE to do, in your opinion, starting with an emphasis in the low levels (cause that's where I am!)
