Unless you have a certain number of paragon reward token (vet rewards) and you are f2p your IOs will be locked unless you buy a liscence.

If you're coming back as a Premium, IOs may not work for you. You need to either be a VIP, pay for a Invention License through the Paragon Market, or have enough Paragon Rewards Tokens to open up the lifetime license perk.

And here is something that might help the IO issue -
When you visit a trainer, and choose the option about improving your powers or whatnot, one of the sub options involves switching your build. You can level this one up (if unused it will be at level 1, but you just have to use the trainer to level it up to match your other build's level) and use that for an SO only build.

I just got a quick question. Im a old time CoH player and its been realy long
since I last played CoH. Now that is free I came back to look arround what
did I miss. Unlocked a few of my characters and noticed that all my IOs on them
are not working. They are gray. Can someone tell me why is that, and now can
I "activate" them ?
