Here's a thought...what if some or all of Ice's stackable slows were more difficult for AVs to resist? Right now AVs wipe out 85% of a debuff. Ice can stack numerous -recharge slows compared to some sets, but with that resistance, even that's pretty limited in effect.
Slow is only useful on hard targets like AVs (because everything else dies before more than a few recharge cycles of its powers). Put another way, stacked slows don't mitigate much, if anything, of the damage a group of minions deal out, because they alpha and perish before recharging their attacks (maybe before you've even gotten all your slows stacked).
Slowed AVs would do a lot less damage to teams -- but not die any faster, and they could still deal out big-damage hits occasionally, so they'd still present some challenge. And such a change wouldn't affect non-AV play at all, and be no benefit to farmers. It also wouldn't speed up Task Forces (and thus merit gains) except inasmuch as it reduced time picking up dead characters and rezzing everyone after AV-induced teamwipes. But it would be popular for the high-end content we're seeing more of these days.
Ice could find a neat niche specializing in slowing AVs if their resistance just to slows or just to Ice's specific slows was a little less severe. I don't know where the line would be...60%? 50%? Devs would have a much clearer idea of the appropriate numbers. -
While the current changes have done nothing to make melee with low- and medium-level defenses any easier, they have improved some of the other reasons SR is a late bloomer. Inherent Stamina helps with the early toggles SR requires and also it's easier to cram in the passives earlier (when they'll help you level) now that you're not reserving THREE power picks by level 20 for Fitness.

This. It gets you a large purple inspiration. The maximum size inspirations have some market value (it fluctuates). I'm not sure why...I used to think it might be for PVP. But people buy 'em. Some are more valuable than others. Check the market a few times to get a feel for which.

It's not an answer to your question (sorry) but just thought I would remind people that, if someone is working hard to update a resource that many of us find indispensable, it doesn't hurt to toss a little encouragement/appreciation their way. -
I suppose it's vaguely possible that some future change in technology might cause it to matter (i.e., start recording the levels you picked the slots). But even then everyone would sure as shootin' get lots of warning and a freespec in case they wanted to fix it. So you can ignore the slot levels with confidence at this point.

Thye ought to make that particular text window have a solid background, since the area around Ramiel is crammed with players using powers, and it can be pretty hard to read big blocks of text on a see-through background.

It's worth noting that real-life katanas are sometimes dual-wielded but NEVER used with a shield.

Mostly depends on whether that's your first 16% of defense or your last 16% of defense on the way to the soft-cap.

Variety. The ATs, the powersets, the missions, the rewards. Different characters look and play so differently, and I can pursue different rewards as the mood suits me...unlock a costume slot, pile up Vanguard merits for the salvage slot bonus, run some strange or funny Architect mission for tickets, duke it out on the Cimeroran Wall in hopes of an elusive purple drop, or almost at the drop of a hat get a bunch of eager strangers together for a Task Force...and that's only a small slice of what's available.
I also get way more enjoyment than one might think out of seeing all the wildly different characters other people make up...cool or funny names, all kinds of looks from classic to bizarre, and bios/descriptions of every stripe. In other games, most of the characters from the same class/AT look and act fairly similarly.
Only here can I be standing around on my slightly cynical Bronze Age minotaur, chatting with a Siamese catgirl with a funny name, while we wait for our teammates, an artificially-intelligent kitchen appliance and a mythical Irish heroine, to reach the mission door so we can commence fighting 1940s Italian fascists possessed by alien symbiotes. Meanwhile a psychic kitten riding a zombie-girl sidekick, a flying Japanese computer scientist/detective, and an elemental tree spirit pass us on their way to fight a satanic carnival. It's crazy in an endlessly entertaining way. -
I am waiting for it too...but remember it's made by player volunteers, who are also excited about playing Issue 19 themselves. An update probably consumes a ton of free time. I'm sure they'll post when it's ready.
