No he/she wasn't. The Cottage Rule doesn't care about any other powers. It cares about changing the core functionality of the power. Changing a Taunt to a Placate violates the Cottage Rule. There is no arguing the fact, provided that the Cottage Rule is properly understood.

Yes, but previously, the first two powers of Presence were a single target Taunt, and an AoE Taunt. Is there ever going to be a time when the Single Target Taunt is tactically superior? And does anyone ever actually TAKE that ST Taunt?

[Whirlwind] doesn't take damage enhancements, so it can't take Overwhelming Force. -
Correct. And the change only applies to these two powers. All other powers will continue to function as they currently do.

That is NOT all.
1- The crash is being removed.
2- The base end cost is being normalized at 27 End.
3- The recharge is being reduced and normalized at about 2m25s.
4- The damage is being reduced by a VERY small amount. However, you can use the power far more often, AND any "Chance of damage" ticks in the nuke are being removed, and added to the base damage. -

This is especially true for zones and missions, but still true for sets. Where every new set so far has been pretty unique and very hard to say any bits, except with proliferation, are a copy of 'X', there are TONS of old sets that are exact carbon copies. Looking at you, Sword, Mace and Axe...
I know it's not very likely, but I have this crazy theory about the devs that keep getting shifted from CoH to "the secret new project": Those devs are still with Paragon Studios. Paragon Studios is for City of Heroes only; other NCSoft titles are produced by other studios. The shifted devs are being moved to City of Heroes 2.0. Not CoH 2 (a sequel), but CoH v2.0 (an updated program with everything rewritten from the ground up to remake CoH as a current-gen MMO, while still keeping the game we've all spent so much time with).
I know it's not likely, but it's possible, and until that project is revealed, it's what I choose to believe is coming. -

And there would have to be a reason to actually have a mission full of these guys. And no, "It would be funny, and I want free expeez" isn't a good enough reason.
Finally, what do you mean by "get the crowds in"? If you mean getting people into AE, they're already there, and they don't need some new farm to get them using it. If you mean getting new players to play the game, that's not the way. That's the way to get new players to get bored and uninstall the game 5 minutes after logging in. -

... and in MMOs it's more common for new stuff to be added than old stuff be revamped. The devs have even said a few times that they're more likely to do new stuff than do major reworks on old stuff - even when asked about sets that are in drastic need of reworking. Therefore:
But with four different sword sets already (Broadsword, Katana/Ninja Blade, Dual Blades and Titan Weapons), I can't see ANOTHER sword being high priority. -
It is supposed to exclude the current enhancement when doing in-set conversions, and the current set when doing out-of-set conversions.
I think that it's most likely that it swapped between the two non-special IOs - The last time I did something similar (I tried to switch a Celerity: Run to a Celerity: Stealth) it took 7 conversions, even though each had a 50% chance to become the IO I wanted. Two conversions is hardly a large enough sample size to say if the odds are off though.
If it actually is converting to the original enhancement then yes, that is a bug. A screenshot showing the conversion, and maybe the chat window results would be the best way to report a bug like this though. -
Why does it matter then? They're there. They're not really in that great of number. And most of them have the common decency to not share their proclivities with those that don't want to be involved.
Shooting down the idea because "Some group that I don't like or approve of might use it" is pretty much the worst possible reason to do so. -
Nope. In the redname discussions about MARTy, they said that you'd get notification in your rewards window if you were triggering MARTy. They also said that it would be impossible to trigger MARTy through normal gameplay (and implied that that included farming). MARTy is only there to block exploits, like the old Bullbe and Meow farms in AE.

I'm pretty sure that the Alignment tokens only go to the full alignments because the devs don't want people to have access to the "in-between" alignments unless they have access to the alignment system.
And if they did do this, I can't think of any good reason why its cost would be any different than the existing Alignment token's. -

As a Premium, you get one token per $15 spent, with an option to get extra tokens when you buy in bulk (which essentially translates to a per-token discount).
How is this unfair? You're paying the same price per token either way. And by buying points, you get your tokens up front, instead of having to wait. -
The Alignment System makes it so that Alignment and Morality Tips will drop (allowing you to change alignment). It will also give you access to Fort Trident and The Crucible (If you are Hero or Villain, respectively), and will allow you to earn and use Hero Merits from both Tips and Signature Story Arcs (SSAs are only accessible to Premiums if you purchase them, they are free to VIPs).

There's no such thing. Hasten always crashes 2 minutes after it's activated, no matter how short its recharge is.
[Rage] is the only power that you can avoid the crash on by making it recharge fast enough, and that only offsets the -Defense, not the -Damage or Endurance Crashes. -

Edit: This prohibition used to be explicitly stated, but it isn't any more. However, from the EULA, Section 11, Paragraph (iii):

For a while, a lot of players were pushing to get "Average Wait Time" changed to "Number in Queue", or even getting both listed.
Personally, I would find "Number in Queue: 2" far more useful than "Average Wait Time: 5 minutes (Based on 2 solo players who have been queued for the last 8 hours and 1600 players that preformed and started a second after they entered the queue)".
