Your really small groups are probably very boss-heavy, while the small ones have one or no bosses, and a few more minions than normal. -
Good point. If a toggle is good enough out of the box, my automatic reaction is to put an end reduction in the default slot. The special IOs are a much better idea than the end reduction.

I've never used and PVP IOs, so I can't say for sure, but I thought PVP IOs exemplared the same as purples did?

PFF is well over the softcap on it's own. The "softcap" is 45% - this is the point where an enemy's chance to hit is as low as it's possible to get it. Only when the enemy has +ToHit or defense debuffs do you need more than 45%. And since PFF has 95% (I think), you have a buffer against ToHit and Def Debuff already.
Slotting Swift for flyspeed isn't really worth it. The flyspeed buff is tiny, so flight enhancers do proportionately little.
Note that fly's speed, and the speed caps vary by level, as do the bonuses on the IOs. Assuming that you're level 50, and are slotting a level 50 set, you should hve capped speed off fly and unslotted swift. Two level 50 common IOs in fly will cap your speed, a set will be close to the same number.
EDIT: Concerning PFF, remember that it puts you into "Only Affecting Self", and I think this stops your pets from attacking. Also, clicking a glowie suppresses the +def of the power, rendering you vulnerable for a few seconds. -

I was under the impression that there could only be one Eochai per zone. If so, he definitely respawns during the event. Either way, the event does NOT despawn him. -
If an IO says "Chance to" or "for 120 seconds", then it's use-activated. If it doesn't, then it's always on, and follows the same rules as a set bonus.

When exemplared, you will, by default, receive XP as if you weren't. If you prefer the old style of no XP and in Inf bonus, there's an option in the Options window.
You do NOT keep all your powers. You keep all the powers you had at the level you exemplar to, plus five levels above. So, exemplared to level 10, you would have all the powers you had selected by level 15, or your real level, whichever is lower. -

I bought a new pack, turned it on for 5 seconds, then verified that it had less than 2 hours of use left. Then I bought a new one, WITHOUT deleting the previous.
The "you just bought something" ding played, but my Raptor Pack stayed at 1:59:55, and no inf was deducted. I clicked the "Buy" button several times, and each time the sound played, making it seem like I had bought another, but nothing actually happened. -
The icons are all on your computer before you even start the game. A text-only version would still stream all the data that it currently does (which some people believe to be the entire freakin' database), and therefore would take just as long to load.

The first time I tried to buy a pack, I had a Raptor Pack from a Mayhem already, and was testing to see if the purchased one counted as the same one or not. He did tell me to go away. If he allows you to pay for one and doesn't give it to you, that's a recent bug, and should definitely be reported.

You can only have one at a time. If you try to buy a second, it will say something about a full inventory.
Many Temp Powers can be deleted by right-clicking them from the Powers window (NOT the power tray). I THINK the Raptor Pack can be deleted, if you want to refresh it before it runs out, but I've never tested it. -
Also, you have to be trained to the minimum level for the reward to receive it.
For example, if you are level 8, but have only trained to 4, you will not get any temp powers via Mayhems/Safeguards, as Atlas requires a minimum of level 5. Each other has a minimum level 5 greater than the previous. There is no maximum for any of them. -
While I don't support the removal of the obsolete salvage types, I would love it if they'd move the base tab on my salvage window to the last position.
Personally, I think it should be: All - Invention - Special - Event - Base
Either that, or allow the tabs to be rearranged, like the tabs in the chat window. -

That mission is populated with Lost. Lost that are level 30 or higher are replaced with Rikti. Whether they should count towards Rikti kill counts, or grant Vanguard merits is a different question, but as far as the system is concerned, you are fighting Lost, not Rikti, because that's what the mission tells the server to spawn. -
Please note the signature in the post you linked. Smurphy liked to run task forces at ridiculously high difficulty. When the fix went live stopping difficulty settings from affecting TF mode, he left. He may come back when the issues with difficulty settings are resolved, but for now, he's not around. His last login on the forums was over a week ago.

Like I said before, this isn't meant to be any kind of uber build. It will be fairly solid as you build up the resources for a good build however.
And, of course, you'll have to tweak it a bit to get all of your requirements out of it - my goals were a bit different from yours.

I'm working on a SD/SS myself. He's currently 38, and I'm hoping to push him to 50 over the weekend. I've got AS/Fly, and I never take Hasten, but I am taking Body Mastery. My build is NOT exactly what you're looking for, but has similarities, and it's fairly cheap - I'm expecting it to be around 80 million for a solid build, and then I'll be putting together an insane build, much like what you hinted at for your brute.
I'll post my build when I get home.
It includes:
45-47% defense to Melee/Ranged/AoE
At least 20% global recharge
Four single target attacks enhanced to 95% damage, with 60+% Accuracy, Recharge and End Reduction before global bonuses.
Shield Charge and Foot Stomp enhanced roughly the same as the ST attacks.
Plenty of places to add LotGs for extra recharge.
It's meant to be a cheap but effective build. If you use it, or a variant on it, expect to be good, not awesome. -

Which damage aura can be combined with AAO? Every character with Shield Defense has access to AAO, and the powers in the set will be balanced around each other, as well as on an individual basis.
The ONLY damage aura I can think of that's available in a scrapper or brute primany, or tank secondary comes from Spines, and Spines can't be combined with Shields.
I'm not really interested in the argument at hand, I just wanted to point out how preposterous your insistence on applying AAO to Blazing Aura or the like.
Perhaps you would be better off insisting that the full powerset be taken into account, ie AAO+Shield Charge vs. Fiery Embrace+Blazing Aura.
