I usually advocate either allowing us to reorder the tabs - as we can with the chat window - or having the devs change the order to something based on relevance, rather than alphabetization. However, this idea would work just as well.
Just get all those useless tabs out of the way so that the useful ones are easy to get at! -
Like I said, if those sets are so important for MMs to slot, add a power that all MMs have access to (via pool or epic) that can slot the powers.
Allowing Pet sets to be slotted in Ranged Damage and TAoE powers just opens the door for silliness like "I want to slot Defense Debuffs in my Ice Blasts because I want to slot Achilles' Heel procs".
On top of that, what happens if/when new RIP sets are introduced, which may contain procs or special pieces that don't work right in regular attacks? Kludge fixes just cause issues in the future - Look at Ouroboros, and how the devs almost always refer to it as a "kludge" and say that it "needs to be taken behind the shed and shot" every time someone brings up Praetorian flashbacks, flashback safeguard/mayhem missions, and a number of other Ouro-related ideas. Do you really want the entire Mastermind Archetype turned into that... *looks at Pet AI* ... er... MORE of that? -

This is a wild guess, but if you tried to make a payment from your bank account, the payment isn't processed immediately. A few days later, when it is processed, if there are insufficient funds, it will charge the credit card instead. If that doesn't work (because the credit card is at the limit, has been cancelled, any other reason) then the credit card payment will be rejected, and the payment that PayPal made on your behalf will be reversed, resulting in something similar to what Gilfred described.
If that was the case, it wasn't a failure on PayPal's part, it was PEBCAK. -

I recently upgraded my bank account to a Visa Debit card. It cost me nothing beyond what I normally pay for my account fees (I can't promise that this is true for all banks or accounts), and when I use it online, the website treats it just like a credit card, but the money is debited from my bank account instead of being charged to a credit card.
That's the best option for me, since I don't have a credit card, which means I can't use PayPal either (PayPal requires a credit card on file to do instantaneous payments out of a linked bank account, which is how CoH bills), and it doesn't have any activation fees like a prepaid credit card, and I don't end up with $5 left on a $50 prepaid after paying for 3 months. -
ATOs in MM Personal attacks, Yes. Pet sets (of any sort) in attacks, No.
There are several Primary/Secondary combinations that only get three pet powers. That means that if they continue releasing a new set of ATOs with each Booster, Super Booster 3 will mark the point where some masterminds are unable to slot any more full sets, but every other AT will be able to slot at least a half dozen, depending on powersets. Heck, a Fiery Aura tank, brute or scrapper could slot TEN full ATO sets (once that many are released).
As to the Recharge Intensive Pet sets: Yes, it's unequal, but it isn't imbalanced. My Super Strength, Street Justice, Dual Blades and Staff brutes can all slot Force Feedback, but my Fire Melee brute can't. There are literally dozens of examples of IOs that are of high value to a certain AT, but one (or more) powersets find themselves unable to slot it. Yes, it sucks. But shoehorning those IOs into different types of powers isn't the right solution.
If you think that ALL masterminds should have access to RIP sets, it would be better to lobby for non-permanent pets to be added to a Pool or Epic (or a new Pool or Epic with pets!), especially since Pools are being looked at right now. -

To the original question: I agree with others: Any item that can be recieved as a bonus in a boxed set or free as part of a promotion should be made available for sale at a later date. If someone wins Dark Matter in a contest and gets it for free, and another doesn't win, and instead pay $1, $2, $10, whatever, have they lessened the aura for the person who didn't win? I say no, and that's coming as someone who has several now-unobtainable perks (and is missing some as well).
The setup of these items is, in my mind, a form of trolling - it amuses a few, but annoys and aggravates a much larger group. And last I checked, trolling in all forms is against the rules of both the forums and the game. -
If you're using common IOs, I'd use SOs for 5 more levels, then switch to level 30 IOs. Level 25 Common IOs are roughly equal to SOs that are about to expire, while the 30s are close to (slightly above, IIRC) +3 SOs.
When you use multi-aspect IOs from Uncommon, Rare and Very Rare sets, the total bonuses are higher than a Single-aspect of the same level. By ignoring the set bonuses and slotting a combination of multi-aspect set IOs, you can get far more enhancement value than SOs would provide. It's pretty common to get the equivalent of 6 slots of SOs in 4 slots of IOs. This is the "frankenslotting" Zombie Man mentioned. Note that you can only slot one of each set IO in a power, so while a Kinetic Combat: Acc/Dam and a Mako's Bite: Acc/Dam in the same power is OK, two Mako's Bite: Acc/Dam in one power (even if they're different levels) is not.
Zombie: Remember that most Attuned Enhancements can only be obtained with Paragon Points and are untradeable, so you'd have to spend cash or your stipend to get them. The only Attuned Enhancenemts that can be obtained without spending Points are Overwhelming Force and ATOs, both of which are Unique, meaning that's 12 enhancements at most (18 when the new set of ATOs come out) that can be slotted without spending Points. -

Yeah, it sounds like there's some confusion as to how slots work here.
Global Slots are slots that are completely unallocated, and as such they cannot be used (yet).
Both Premium and VIP players have to allocate their Global Slots to specific servers to use them. Once a Global Slot is assigned to a Server, it is there permanently.
All server slots are unlocked for VIP players by default. When you drop to Premium, all your slots are locked, and you have a number of Server Slots with which to unlock some (or maybe all) of those characters. When you return to VIP status, the characters do NOT automatically re-unlock - they remain in the locked/unlocked state they were in when you resubscribed, but enough additional Server Slots are unlocked to put you back at the base 12+any you purchased and applied to the server. If you unsubscribe, ALL the slots relock and can be reselected.
However, the Server Slots never go back to Global Slots. Once assigned to a Server, that assignation is permanent. -

When Freedom Launched I went Premium for about 6 months, and have a few times since. Before I did, I bought a pile of points and cherry picked the features that I needed or wanted most, so I didn't miss much. The points purchase bumped me up high enough that I had a permanent IO license. If it hadn't, I'd have been buying licenses. Losing IOs is very close to a deal-breaker for me.
The one thing that caught me by surprise was the loss of the Apex and Tin Mage task forces. I knew that I'd lose access to my incarnate abilities, Trials, and DA (when that was added), but for some reason, it didn't click that those were locked Incarnate Content. I expected to be -4 because of the lack of Alpha Slot, but I didn't expect to be locked out. In retrospect, I should have known better. -
The most popular farms heroside are:
Maria Jenkins, Warrior earth.
There are two missions that could be used. The one I use has Battle Maiden on the map and one glowie. Completing the mission requires completing both of these objectives, so it's relatively easy to avoid accidental completion.
Unai Kemen, Council Empire Earth.
Again, there are two different missions, both on the same map. One is a kill-all, the other requires clicking 20 glowies.
Harvey Maylor, Demon Farm.
A small outdoors map full of Infernal's Praetorian Demons (clones of Circle of Thorns behemoths). This mission is a kill-all, since it's the middle of a three door auto-chaining mission, if you accidentally complete it, you can abandon the mission and start over. You WILL have to do the first part again before you get to the demons, and I think that was Carnies, so don't complete the demon farm with the intention to reset unless you like redoing mission 1.
Unai also has many other big outdoor missions with a variety of factions, so it's worth scanning his mission list for something you enjoy fighting. There's a reason I've heard some people call him Unai Farmin'.
If you like Rikti, the Rikti War Zone arcs (multiple contacts) have a few different outdoor maps, plus a copy of the portal corps building and yard full of Rikti. I can't remember who gives it, but there's also a copy of that map full of Nemesis. -

Common IOs are a very active market though. depending on the piece you're looking for, if you bid 50,000 to 350,000 Inf per enhancement, depending on type, you'll usually get them within 24 hours (yes, that's a lot more than SOs, but that's the price you pay for convenience). -

I'm planning on rolling a Staff/Dark brute, and was planning on using Soul to help offset the early Endurance woes of Dark Armor. With the equivalent of an SO in every power (most of the time), that should be very handy. -
Grouchybeast is right - the game is completely playable on SOs alone. If you'd like to play with IOs a little bit to get a feel for them, without doing anything too complex, give this a try:
1- As you play, you'll get salvage drops. Once your Salvage inventory is full, go to the University, and click on one of the tables.
2- Click the button in the bottom right corner of the window, I think it says "Hide recipes". In the menu that shows up, make sure "Unowned" is unselected (black dot) and "Missing Ingredients" is checked (colored dot). Sorry if the names are wrong, I'm not at my computer. They should be close enough for you to find the right things.
3- If the "Inventions" bar stays on the list, ignore it. For all the rest of the bars, click any that have the name of SOs that you need (Accuracy, damage, etc).
4- If there's a blue number beside an item, you already have the recipe. If it's level 25 or higher, click that one and click the Craft button (IOs below 25 are weaker than SOs). If none of them have a blue number, click the highest level one that you can slot (Same rule as SOs, if it's more than +3, you can't slot it yet), click Buy, and then click Craft.
5- Slot the IO you just created over an SO of the same type.
6- Repeat the above until there's nothing you want/need left on the list.
7- Sell any recipes and salvage you have left at Wentworths or a store (your choice, some items can be VERY valuable at Wentworths, but that's another complex area), and start over the next time your Salvage is full.
This way, you're not doing any complex builds - your Common IOs are just like SOs, but maybe a bit stronger, and they never expire. When I'm playing a character that I don't have a build plan for, that's how I slot them, so that I don't need to make as many trips to the SO stores.
Just remember, any IO named "Invention: (type)" is an SO that anyone can use and doesn't expire, and you'll be OK.
Forget about sets. They add a level of difficulty to the game that can be completely ignored until you're ready to deal with them.
And if my suggestion above is still too much for you, forget it too. Single Origin enhancements will still get you to 50 and beyond - I know people doing Incarnate Trials on SO builds.
One thing to add to the above though: When you're clearing out your recipes, if you see one with a purple name, sell it at Wentworth's, not to a store! Purples always sell for more at WW than a vendor will give you, and it's unlikely you'll get less than a few million. Some will sell for hundreds of millions. -
Agge's answer is probably the best one, but if you are still interested in crafting your Alpha from Alpha Salvage:
Shards: Random drops from non-incarnate foes that are Minion class or higher (no Objects, Pets or Underlings), and con even-level before applying Level Shifts (if any).
Common Salvage: Convert from Shards, create Gr'ai Matter by converting Vanguard Merits at a Vanguard crafting station, select others as rewards from various TFs and Trials.
Uncommon Salvage: Create from a combination of Commons and Shards.
Rare Salvage (Notice of the Well): Complete the Weekly Strike Target (once per week per character) or complete the Mortimer Kal strike force and convert the temp power via your badges menu (once ever per character).
Very Rare Salvage (Favor of the Well): Create from two Notices of the Well and a number of Shards. -
How big are the self-buffs from the various Perfections in Staff Fighting? I don't see the numbers on the wiki, or City of Data, and when I tried activating Forms and Perfections in Mids' it didn't seem to affect any of the numbers listed.

One of them has an auction house with no power suppression, and it's right beside a vendor. That's reason enough for some people I've talked to.
