Same reason Goofy's son Max has been aged up and remained that age since Goofy Movie but Huey, Dewy, and Louie have always remained kids?
(I will admit, I liked Quack Pack just because it aged them up, gave them individual personalities, and made Daisy likable.)

I just realized Penny aged up but poor Katie Hannon is still stuck at her TF age. I think it's unfair. Help me convince the devs to age Katie and all the signature heroes. I think BB is ready for Social Security. Ms. Liberty is almost 30.
