1) Can non Praetorians enter the Resistance areas? (Underground areas with the trainers)

2) If they cannot, can Praetorians that finish and leave Praetoria as Loyalist enter? I know Resistance can.

can't check for sure right now, but i seem to recall that the last time I took a non praetorian to the underground I could NOT enter those areas

Nope. only Resistance aligned characters can enter, just like only loyalist aligned can enter the lounge in Nova Praetoria

What lounge is that? Is there one in each zone?

I'd have to go check but I don't believe Imperial City and Neutropolis got a lounge. It's where Provost Marchand hangs out along with the one of the member's of the Power storyline.

The answer to both is no. Only resistance characters can enter the underground resistance bases. Loyalists can't. If you get to level 21+ and leave praetoria choosing hero or villain, you will no longer be able to enter the bases regardless of whether or not you were resistance when you chose a final alignment.

I have gone fully through praetoria on at least a couple characters. I even took my main hero there once and found I couldn't enter the underground bases. But everything the underground bases have is available above ground such as the hospital, trainer, vault, and in the case of underground Imperial, an auction house. There are no exploration badges inside the underground bases but there is a badge outside each base near the door.

Another thing to note, once your praetorian character reaches level 21 you can no longer do any missions in praetoria aside from the mission that has you choose to join hero or villain side, and any missions you took prior to level 21 you can finish. Non praetorians can't do the missions period. all they can do is the 3 zone events. And the level 1-20 praetorian missions are not in Ouroboros flashback.

Actually my Praetorian that is a level 50 Incarnate *CAN* go into the bases still. I am not sure if it was because in the Tutorial he choose resistance or the fact he ended resistance but here's proof:

Yesterday I decided to take my level 31 former Resistance/now Vigilante character back to Praetoria to pick up the exploration badges and read all the plaques (this character had already left Praetoria before I really understood the whole "badge" thing, and I hadn't discovered VidiotMaps yet). Like the poster above me, I had no trouble entering the Resistance bases. On the other hand, the NPCs inside didn't "know" who I was, but that may have been because the base I entered yesterday wasn't the same one I spent time in when this character was < 20.

I didn't try the various, dedicated "Resistance Underground Entrances", though - I just entered the tunnels through whichever red circle entrance was closest.

Remember that Hero=Resistance and Villain=Loyalist.

It doesn't matter what faction your ex-Praetorian is; any Hero can enter the Resistance-only places, and any Villain can enter the Loyalist-Only ones.

OK so I was mistaken on that. Still though, there are no exploration badges inside the underground resistance bases. If there were, villains and loyalists would not be able to get all of them unless they switched to hero first. The other thing is, there is no real reason to even enter the underground resistance bases unless you are a praetorian resistance alignment and in the proper level range of the zone to do the missions. Sadly the level 1-20 praetorian missions can't be done through ouroboros flashback.

One of them has an auction house with no power suppression, and it's right beside a vendor. That's reason enough for some people I've talked to.

Also, an ex-Praetorian who is "grey" aligned can enter both Resistance and Loyalist doors.
