  1. It's almost enough to make you wish that the zone layout devs actually would make a map where the "ground" actually was lava ... or toxic acid ... or something like that which caused Instant Debt when you touch it, and the only movement power you could use is Ninja Run.

    Extra bonus points for making your faceplanted body sink into the <insert lethal compound here> so you can't be rezzed or recalled or use a wakie inspiration and have to go to the hospital (and start your journey over) instead.

    WS soloings?

    It's not only possible but relatively easy. My level 50 tri-form WS uses only a single purple IO from the Pet Damage sets, and and that one wasn't even absurdly expensive. Everything else can either be bought off WW or you can use Merits to acquire. Having AE tickets to buy rare salvage to make all the set IOs can also make things a lot cheaper for you as well.

    Only problem is ... you need to know what you're doing ... ^_-

  4. Counterproposal.
    This would comprise three parts.

    Part 1 (buff from team):
    • 1% global Endurance Reduction to Self for each teammate (including self) within 300 ft (Line of Sight)
    • 1% global Recharge Reduction to Self for each teammate (including self) within 300 ft (Line of Sight)
    • 2.5% global Mez Resist (all types) to Self for each teammate (including self) within 300 ft (Line of Sight)

    Part 2 (buff from foes):
    PBAoE, Line of Sight target to Foes, Does Not Alert
    • 1% global Endurance Reduction to Self for each Foe within 100 ft (max 32)
    • 1% global Recharge Reduction to Self for each Foe within 100 ft (max 32)
    • 2.5% global Mez Resist (all types) to Self for each Foe within 100 ft (max 32)

    Part 3 (buff from defeated teammates)
    • -1 MAG protection vs Mez Effects (all types) to Self for each teammate at zero HP within 300 ft (ignores Line of Sight)



    The behavioral dynamics have less to do with the team's status (directly) ... as in how healthy are they, and so on ... and more to do with how much opposition is the team facing. If you're "hip deep" in enemies, then the Defender "accelerates" to compensate for the "crowd" conditions the team finds themselves in. The more crowded things get, the less time the Defender spends suffering from Mez effects (hence the resistance to reduce durations). Teammates who fall in battle "focus the mind" of the Defender, making it more difficult for Mez attacks to affect them at all (hence the MAG vs Resist protection). Thus, Defenders become ... "Vigilant."

    Maximum team + enemy buff is 40% endurance reduction, 40% recharge reduction and 100% resistance to mez durations when with a team of 8 and facing 32+ foes (within range of effect).

    Game mechanics to produce these effects are already in use and would not require new development resources ... although playtesting to validate behavioral suppositions would be wise.

  6. Some cities have marathons, but Paragon City's zones are too small for that sort of event. But now there's a new way for the heroes of Paragon City to get around town ... a way that releases your Inner Shinobi! Can you rise to the challenge?

    The task of the challenge run is relatively simple:

    1. Start at one of the two tram stations in Steel Canyon up on the upper walkway platform with all powers off.

    2. Engage Ninja Run.

    3. Travel across Steel Canyon from one tram station to the other *without* touching "ground level" ... which includes streets, sidewalks, grassy/hilly areas, water, etc. using only Ninja Run, and no other powers.

    4. Objects that you can leap onto and from can be anything from buildings to tram tracks to power lines to newspaper stands to fences to parked cars to just about any and every object that sits "above ground level" in Steel Canyon.

    5. Challengers who try to run Ninja Steel can either try to find the shortest and fastest possible route ... or the longest and most circuitous route that does not involve doubling back to repeat any portion of the trip.

    6. Softcore challengers of Ninja Steel are allowed to stop and pause during their journey.

    7. Hardcore challengers of Ninja Steel use Autorun the whole way.

Considering that more than one of the early storylines for PBs (and WSs too?) involved PB fanatics who had chosen to start working with the Council against Sunstorm and/or Shadowstar for various (misguided?) reasons ... and you have to go out and defeat them ... considering that, it's not that far fetched to have player characters who have "strayed from the path" too into becoming vigilantes or villains themselves.

    The bottom line question with these things is ... "What's my motivation?"

    That covers a whole lot of grey area, in addition to the starker blacks and whites.
  8. I'm going to have to second the nod towards Gravity Control ... it's just that messed up from a design standpoint, and the Cottage Rule is standing athwart the most obvious and sensible means of redress.

    And I have to strongly agree with the assessment of Devices above. The set really is that bad, and really not much of a gadgeteering set. It almost feels like you're being *penalized* with the Devices powerset, as if its intent was merely to annoy ... rather than defeat/arrest your foes.

    Having been the (lone) Ice Tanker on a Sara Moore TF ... yes, for the badge ... I can honestly say that I never want to be the only tanker drawing Rularuu aggro for a team of 8 ever again. Nothing like going up against an enemy group that combines TWO of your kryptonite weaknesses together (ridiculous levels of tohit buff AND defense debuff together (eyeballs) along with psionic damage (wisps)) ... because Ice Tankers just don't have enough weaknesses.

    My understanding has always been that any (non-proc) set IO that exceeds current level +3 does not contribute towards set bonuses ... hence the level +3 maximum rule. Since the question of "what level to slot?" is only relevant in the context of a "when I exemplar" situation, the level +3 rule comes into play.

    This is why typically I slot a lot of level 27 and 31 set IOs.
    24 + 3 = 27 ... where 24 is a breakpoint cutoff for a whole group of flashback arcs.
    28 + 3 = 31 ... where 28 is the upper limit for the Moonfire TF and 29 is the upper limit for another group of flashback arcs.

    Common IOs are slotted as level 50. No reason to do anything less than 50 with common IOs.

  12. My rule of thumb on this is the following:
    • Procs: get the lowest level IO you can for that proc. Period.
    • Minimums: no lower than level 25 (unless set is a 10-20 set).
    • Maximums: slot power level +3 for everything you take at level 22 and higher.
    Some exceptions are the End Mod sets slotted into Stamina when taking Stamina at 20 ... then slot level 23 End Mod set IOs, since there's almost no *appreciable* difference in throughput between 23 and 25 (let alone 25 and 50).

    With a lot of sets, where you're going for set bonuses rather than frankenslotting, there's actually a rather noticeable uptick in power throughput going from 25 to 27 ... but barely any increase at all going from 27 to pretty much 50 (depending on the power).

Well, at this point there seems to be enough interest in an encore tour of the Spring Knights base that I might as well see about putting one on this friday (the 13th) starting at 900p at the base portal in Galaxy City on Virtue. That's the absolute earliest I could possibly do another one of these (at all).

    On the flipside, I managed to find enough prestige to "verticalize" the tech workshop room ... so even people who have already been on a tour will at least have one new thing to see if they come back. I'll post another base overview preview pic later this week.
  16. Something that would make a PB's Build Up a lot more useful to mix with the forms would be to put it on a 30 second duration for reduced effect over the longer duration ... thus making it more akin to a human form Mire for WS.

    Also, the Defense Debuff is largely "wasted" on the PB ... imo. It does remarkably little to speed takedowns ... unlike the Slow of WS powers. Slow actually mitigates incoming damage (especially when stacked to appreciable degrees) while Defense Debuff does (realistically) almost nothing *useful* for the PB, aside from maybe levels 1-4 when you can't slot accuracy for anything worth a darn. By the time you reach level 22+ the Defense Debuff is doing almost nothing for you since you've got "enough" accuracy at your disposal then to not "need" the Defense Debuff to cover any shortfalls.

    Change that Defense Debuff to a Resistance Debuff typed to match the damage dealt by each specific PB attack and NOW we're talking! A Resistance Debuff is something that EVERY teammate will be able to appreciate without reservation. Furthermore, it's extremely odd that Kheldians are typed for resistance for protection ... but don't have any anti-resistance attack capability whatsoever (beyond build up and mires for pure self-only offense).

    Can't Move Rooms

    I find the main reason why you can't move a room is because there's an item touching the wall where it wants to put the door. Basically, any item that is close enough to a wall to remove floor/ceiling trim (ie. within 2 ft of the wall) ... at any height ... will prevent that wall being usable for a Door.

    Easiest solution then is to make sure NO ITEM is touching (or within 4 ft) of the wall where you want the Door to connect to when moving rooms around.

In my tri-form builds for both PB and WS, I spend either 33 extra slots (15 Nova, 18 Dwarf on PB) or 34 extra slots (15 Nova, 19 Dwarf on WS) beyond the additional default 1-slot on form powers. That's pretty much half my allocated slots for the entire character going to forms ... leaving only half my remaining slots to be spent on human form. This makes slots for human form *tight* to allocate when there's only 32-33 left over to spend, since it means only FIVE 6-slot powers (at most). In practice what winds up happening is FOUR 6-slot powers and a sprinkling of 2-slot (bubbles, etc.), 4-slot and 5-slot allocations to soak up anything and everything that's left.

    It'd make a big difference if Kheldians got 3 slots every level ... starting at level 3 ...

  20. I'm amused that you posted screenshots that seemingly conceal more than they reveal about the base.
    Then again, like I said at the time ... with screenshots like this my subconscious urge is to rotate the camera angle so as to reveal things that I either know are just out of frame, or hidden behind some foreground object (the "planet" in the medical room for example).

    I'm also ... delighted ... that you didn't post a spoiler of the control room, so that any later vistors who want to tour can get the full impact upon seeing it at the time of the tour.

    Grav Troller?

    Allow me to suggest that Grav/Trick is an unusual in addition to being a rewarding combo. The mix of Grav and Trick early is relatively weak, but it finishes STRONG and gives you "tools" for just about any situation from Team-1 to Team-8. In fact, the mix of Grav and Trick leads you to the "horrible" problem of what powers are you NOT going to take so as to have some room left over for your epic pool after getting Stamina and your travel pool of choice.
