Up at the top, click "City of Heroes Forums" to get to the base page - and go into the beta forums there (these only show if you are logged in) - basically there's an issue with the updater and you need to switch it to NA mode to get it to allow access to the beta server - explanation is in the beta forums.

That's the only global badge I can think of that is based off what your character did - every other global badge is tied to MA system or the billing account. -

The only upgrade you need to do is adding your code to your account at CityOfHeroes.com
Your client is already (or was) current and had all the GR info (one client no matter what your accept has access too. Not like old EQ were you could have packs you did not own not install. I recall many flying dwarves before I added luclin)
So launch the NCSoft launcher again and verify. -

Considering the plain NCSoft card was shown (in my viewing) on the same page for £17.99 I'm guessing there was a boo-boo somewhere.

Open the NCSoft launcher.
Right click city of heroes to open it's drop down menu.
It will be an option like "Repair" or "Force Consistancy Check".
If after running that it still won't work - go into the COH folde and delete any file with "checksum" in it's name AND go into the pigg folder and delete the sound2 pigg file (or whatever the name of the offending file is). -

At the top the list hit name to force it to resort. It should allow transfers to any server with at least one free slot - but currently the whole list won't show at once.

Only if the confuse is made that way. But the proc really should not agro just because several common confuses don't and it IS a purple set.

You might try asking for help in the Technical issues forum (above this one in the development sub-section).
You can either through the website or ingame submit a /bug (choose "suggestion" - the suggestion option might actually under /petition) to NCSoft about working better with Steam to keep the base game download more current. Steam should have a similar option under help.
I definitely recommend contacting NCSoft (via website or petition) if just so they can ask for a traceroute. The current updater is supposed to take advantage of a dispersed download point service from what I recall.
Sorry it's a rough start for you, but this game an community are both great and we hole to see you ingame soon.
P.S. As an MMO the game will refuse connections from out of date clients. So which I can't recall if the old method to bypass still works, doing so at the moment would bot help you. -

Seeds of Confusion would like to disagree with you. That is one of SoC's downsides. If World of Conusion for Mental Manipulation is not causing agro, I think that's a bug - as I recall it is also a damage aura.

Does the contagious confusion proc cause aggro? On my mind controller I was invis and sitting in the middle of a few spawns on a TF and started using confuse. No aggro until about the 4th one then boom.. everyone hates me at once.
Usually I can stand right there and keep going with confuse... only thing I can think of is the proc itself isn't flagged !aggro like the power is.
Is that WAI? If so going to have to move the set to mass confuse instead because it really ruins the power for me. -
