Whether or not you have a playable character on Beta, it would still let you log in, but there are a couple other factors involved.
First, it may take some time before the Test and Beta servers "catch up" to your actual account status, sometimes even a couple of days. That means if you just now activated, you might not be granted access.
Second, the server might not yet be set up. I haven't been following it's status, so I don't know for sure, but generally that message could mean they haven't activated player access, or your account doesn't have the level of access they are currently allowing. The announcement says 8pm Eastern, which isn't for almost another 9 hours.
Anyway, to copy a character, go here:

They do seem to have removed the character copy tool link from a few locations they had it before. I found it on the test server thread:

HOW TO COPY CHARACTERS TO THE TRAINING ROOM TEST SERVER After the client installs, you will need to copy a character over to the test server. To do this, go to this URL: http://boards.cityofheroes.com//charactercopy.php Use your City of Heroes login name and password to login. After you login, you will be able to select the server and character you wish to copy to the test server. It will take several moments, but the character will copy. At this point you will be able to play the test server. NOTE - Those who have just restarted their accounts may experience a delay or wait of 24-48 hours to be able to copy a character to the test server. Before you can play however, you will have to run the new shortcut you created to the cohupdater (for PC) or Mac CoH Test client. There are 2 locations to copy to: Test and Going Rogue Test Server. I think I had to copy my toon to GR to get on the beta server but do both just to be sure.
Still not working for UNION, DEFIANT etc. In short the shafted-servers are still there but not showing on the tool.
We have the test the first... and there will be no one there if they dont fix this reaaallll soon!

Okay, thanks. I used the character copy tool, but its still giving me the same error so I am gonna have to assume that they just haven't opened up access yet.

Greetings and Salutations, Long Time Player, first time posting in the forums. Long story short Me and my Friend are getting Psyched up for the Keyes Beta tonight but I ran into a problem. We installed the Beta Server without problem, but everytime I try to login it gives me a "unplayable Account" Error. According to my research I apparently need to copy a character over to the Test server? But the guide I am using in announcements doesn't tell me how to do that.
Would someone be so kind as to point out this probably very obvious piece of information?
