Side Switching: Couple ?

Been away for awhile, and trying to catch up

So first Question:

I am a scrapper (blue side), trying to get the Soul Epic powers, so I understand I have to switch sides, so can i unlock them by going to Vigilante? Or do i have to do another 10+ missions and go all the way to villain to unlock the APPs?

Second Q:

I understand there is a maximum with tips, you can only get 3 of them, and 5 missions in one day. My question is about the 5 part. When i click on "Tips," it shows me the public fame meter, and there is 5 blinking circles, but only one of the circles has a shield in it. Do the 5 blinking circles represent that I am at the max (after a day, they wont be blinking?)

Or when i have 5 shields, that represents I am at the max?

Patron Power Pools

"… with Issue 18/Going Rogue's side-switching, only characters with villain or rogue alignments can unlock Patron Power Pools. However, after unlocking the pools, they remain as legal choices even if the character then changes alignment away from villain or rogue, and can be respec'd into and out of at will.

Peacebringers and Warshades do not have access to Patron Power Pools."

If you mouse over each circle, it will tell you either how long it's been since you did the tip or it will say that you are not remembered for this. As long as there is a circle that says you are not remembered, you can do a tip mission and get credit for it, regardless of whether it's your mission or someone else's mission.

Basically you have to be a villain or rogue to unlock them because it is done via a story arc - and it must be your missions. And Vigilantes can't get missions from villain contacts.

Note you might want to be careful when doing other people's tip missions if you are going for a specific alignment and have not done five yet that day - other people's missions count even if you don't want them too.

And the alignment changing mission can drop even if you have already done five tips that day.
