Only procs that don't as I recall are the confuse and placate, IIRC.

S/L is never bad to build for. The defense power in DA, Cloak of Darkness, is all types and positions, so it will stack with either positional or typed set bonuses.
Recharge helps as well especially with dark regen (and consumption if you have it).
MA probably had the biggest changes, but from what I recall it was a lot of small changes (attacks speed up or stats raised/lowered to a tad more favorable). -
For special IOs there are three types (or 2.5 if youn want to call it that)
Globals : This includes things like the Steadfast special IO - the effect is described as simply "Grants Effect" with no mention of chance or duration - these IOs grant set bonuses, thus always affect the owner of the power. For non unique globals (Luck of the Gambler Global Recharge, KB protection IOs) the set bonus rule of five applies.
Procs - says "chance to" - this will state either "Target" or "caster". All caster procs should affect the caster regardless of target (see Theft of Essence accurate heal proc); target will always affect the target(s) of the power.
120s - Includes all the uniques in the regular heal set IOS -always affects the caster, like a proc the power must be activated for the IO to work, and is permanent in auto powers like health, on for the duration of a toggle, or for 120 seconds after a click is used (depending on power it is slotted in). -

The point accrual has already started, and time cards are still subscribing, although I'm not sure if those half month cards will mess anything up - they shouldn't.

It seems to vary, although maybe I've just been lucky with the 11.4, but 11.5 & 11.6 are both dangerous to your ability to play.

What action are you trying to bind to it, by the way?

Have you tried to map it via the keymapping UI the options menu? It should tell you exactly what name the game us giving that button.
Also is it a middle button or mouse wheel button press? -
Nice chart. Only issue I saw off the bat is "Mom" from futurama is depicted as the exame of a "No family" villian but she has kids.

I know those arent that similar (20.5 + 21 vs SWG) - the comparison just came to mind.
As for the October or later date - that's being inferred from a comment to someone in a chat about will the player get a certain veteran reward that the current system has out in October for him. -

Which doesn't, necessarily, say that you don't have use rewards tokens to get it (as the tokens are free).

On your powers tab, to the right of Combat Attributes you'll find the Incarnate interface. It's horribly hidden and poorly arranged, but everything you're looking for is there--somewhat cryptically, mind you.

ANd I recall a dev mentioning somewhere (think it was Positron) MMs and (presumably) Controllers will unlock automatically after you have X amount of rewards tokens - you don't have to spend them.

Just remember to pass the star back before the missions ends so your team doesn't exempt down well below the original leader. (guilty of having this happen) -
