Its been mentioned you will get 2 character unlock tokens you can use on any character or a new slot

You will get to pick the slots you want opened once CoH:F launches later this year. You will also have some extra slots to available based on your previous paid time, purchased expansions and purchased character slots.

In addition to the 2 base slots, you also get extra Global Character Slots if you were ever granted Slot Unlocks from Vet Rewards (1/yr), buying Going Rogue (2 more), or previously purchasing any with real money.
You will also be able to purchase Global Character Slots unlocks with Paragon Point. You already have 400 PP for being subbed during July, that can buy you one more. Or, you can purchase more PPs for more Global Unlocks.
If you ever re-sub, even for a month, during that time of subscription you revert back to VIP status and the 12 per server unlock status, plus any others you earned or purchased.
And if you re-revert to Premium (freebie) status, you go back to the 2+ Global unlock tokens.

A VIP fills up the entire 12 slots given on 1 server and then reverts to Premium. Now he goes to that server to unlock slots, but my understanding would be he could not choose to unlock an empty slot because he has no free slots assigned to that server anymore.
I think this would need to be clarified due to all the concerns people are having.
Sounds good. I got 2 heroes that will be unlocked that need to get to 50.

Wrong.
Lets say that you have 12 characters on oh Virtue. You have purchased no slots on virtue so the server is full. You drop free to play. Our original poster had a forum date from 2004 so they probably have 7 extra slots for that and 2 for I12 for a minimum of 11 slots available to unlock.
So now as a Premium player they want to play on Virtue. The first time they login they will see that all of their characters are greyed out and that they have 11 unlock tokens. They can use those tokens as they want on the existing 12 characters leaving 1 locked or they could unlock say 6 of them and open up 5 empty slots for new characters on virtue.
When they came back to VIP they would be confronted with options if they had left 6 characters locked and created 5 more. Because as a VIP character they never unlocked any more slots on Virtue. So the server would require them to pick 12 of the existing 17 characters to unlock.
So in summary you can use your unlock tokens to unlock either an existing character or an empty slot. The new system simply treats a VIP as having 12 slots always unlocked on each server.

If you have used every slot on a server, you can't 'unlock' an empty slot - because you don't have any. You would have to buy more or delete a character.

Oh and presumably Mr. Body has at at least 1 Vet year since Oct 2005 and probably more thus my knowing he will have more than 2 slots to play with when he drops to Premium.
you get 1 slot per vet year. 2 slots for just being Premium, and some other slots for various expansions he may have bought. So it wasn't an unreasonable assumption to say he had more that 2 slots to work with.

Just a few clarifications: I was talking a hypothetical situation not meaning to say that I would be the example- could just have easily been a brand new paying VIP that reverted to Premium after paying for one month. Also, my forum date does not coincide with my vet rewards. All my forum date means is when I got my first level 50; my vet rewards is greater than my forum date.
The quote from Posi suggests that Terra is correct as long as said player has not bought enough character unlock slots and used them all to fill up entire 36 slots on one server. Because then, there is no available empty slots to pick on said server. So, that is what it looks like right now and is still subject to change. Thank-you all for reponses.

I've seen other people ask this so I'll mention it here just in case there is any doubt. Once you pick the characters you want to unlock you can't switch them out with another character.
If they allowed that no one would bother unlocking more slots, nor would they have any incentive to upgrade to a Premium or VIP account.
