Only time I used to have this issue was on my older video cards with some dark powers and Electric Control. Anytime say a Dark Armor toon or a fluffy would be on screen, my frame rates would dramatically drop. Anytime I teamed with or played Electric Control and AOEs from that powerset were thrown around, my screen would fill with really bad graphic animations and I swear I had single digit framerates.
Then I upgraded to a new computer and better video card and all that went away. My suggestion to you, post your system specs in the technical forums and ask there for help. Also in the meantime, make sure you have the latest drivers that currently work with the game. Newest isnt always the best. Stick with the latest drivers that are confirmed to work properly with the game and beware updating unless absolutely needed.
No can't say that I've ever had that problem. Sounds like a bug.

Post what's goign on there. There's a link to some tools to use (such as Hijackthis and/or COHHelper) which will provide some system information so the people there can spot any problems.
I'd start with the basics, too:
- When did this start happening?
- Is it all the time or just after a while? (IE, first character's fine, after that, no.)
- When's the last time you've done a virus scan/malware scan/cleared temp files/defragged the drive (note, Vista and Win7 do the last automatically... assuming the system is on when it's scheduled.)
Recently my client became choppy and it turned out to be a windows update to my video drivers that i foolishly didn't decline....
uninstalling my video drivers completely and reinstalling the most current driver from the ati site fixed my issue.
Not sure if that will help but feel free to give it a try

I only had issues on my old mac mini (using the windows client) with intel graphics, but only when turning on cloak of darkness from dark armor. If the toon got 'too close' (like stuck on a wall or in an angle that forced her to appear in a big size) my framerate would suffer lots. That power must use a lot of particles/textures or whatever (toning down particle count didn't help btw), I had no issues with the warshade version or shadowfall or other cloaky powers.
Funny thing is, my computer was on medium settings (non ultra of course) and rikti raids and itfs were no biggie. Btw you should try to get on one of these events full of players/enemies, like a trial or something, to see if it's your GPU that's overloaded.
Whenever I log onto certain alts, or make new characters, my client chops horribly. Getting maybe one frame every three seconds. I've restarted my client in between character swaps, and I've toned down my graphics.
Does anyone else have this issue?
