The Build up proc lists itself under "Healing Received" I think - which you might need to add to a chat tab.
and a proc in acid mortar should check against EACH target separately each time it fires.
In a toggle or rain-type AoE, it would be each target separately every 10 seconds. -

While this is true, the substance they're exposed to causes them to mutate. Their origin is kinda blurred, IMO, especially since all of them mutate into the same general being.

No - they are EXPOSED TO A SUBSTANCE TO GAIN THEIR POWERS - that's classic science origin right there. -
If you end up needing it - Villain side it's teh black market (Runs out of Semitrucks) but it works identically to Wentworths.
Wentworths and the Black market are cross-sever - (There is no Justice BM vs. Virtue BM, for example) but they are not cross faction (Hero market is separate from Villain market). -

One with the Shield does not simply disallow recharge enhancements - it ignores ALL changes to it's recharge speed.
This means you cannot speed it up, but it also does not get hit by recharge debuffs. -
Actually, I thought what happened was between DC suing and then aquiring/publishing Capt. Marvel (the original), Marvel put out their own, thus the DC's Capt's comic being "Shazam".

Have you petitioned and asked for help? If you have, please also understand that this is a holiday weekend in the US (I think). It's going to be slower. Make sure your email addresss on file is up to date and keep an eye out for their response.
And yes, windows 7 is probably officially unsupported. Considering that Vista isn't even officially supported last I checked.

They'll still see you if you're at the Stealth cap, but it's not because they have any extra Perception (they have normal minion Perception. If they had high enough Perception to overcome the Stealth cap they'd see unstealthed targets from very large distances away), it's because they just plain ignore Stealth altogether.

By a court itself, no. It's not a *criminal* offense. But, they could be taken to a *civil* court, which is different. Although most RMTs are based out of country, it seems, which would provide difficulties. -

It does not ask for the email address in the password retrieval form, only for the ncsoft username and then verification via birth date and imaged letters. But it only returns either an error or returns him to the original log in screen.

If he is wanting to verify he has the right name, any emails sent about the account should have the name (please makes sure it is specifying your PlayNC master account, and not your game account name.) -

For me it was usually a tail and one or more legs. But I think that's because she couldn't figure out how to have it hang over and stay on top of the CRT.
On a related note, that cat was the reason we never got thinscreens when we had the chance - we know she would of knocked them off the desk. -

It's funny because it's not out of context at all. She really does like pain inflicted upon her and she really does want you to hit her harder.
Silver Mantis is probably the only NPC in the game to get close to pushing the "T" rating, but even then, it really doesn't go very far either.

Of course it wasn't a realistic test of the server load - it wasn't a test of the server load at all when they started the closed beta of i14 - closed betas are for focusing testing on what the devs want.
Open beta is when they are stress testing an issue. -

Just as a note - I have a character that is tech origin, yet anything tied to origin mechanically would most like screw him up, because he uses his tech to hide the fact that he cannot use magic. Like the technomages in, what? the Babylon 5 universe I think it was? -

And while yes, there would be nasty latency between the east and west coast hardware, if they did do a single-shard architecture they wouldn't have it split among datacenters like the shards currently are. -
