Um, as I recall the to-hit buff builds up kinda quick as it is... Your base to-hit is 75% as a player, and your final to hit chance is (To-hit-Targets Defense)*ACC mod...
I'd go mainly with defense myself because of that. -

Well, you can pull up detailed power information right in-game. If you have a power (or a recipe, or an enhancement), DRAG the icon into your chat bar and drop it. It will not be removed from where you were dragging from and it will put the name in the chat line. Hit <enter> and it will bring up an info screen.
You can do this for ANY power or item in the game, even if you don't have it. You just need to know the name and put it in square brackets. For example, type the following into your chat line:
[Dry Heave] <enter>
Seriously, that's actually a power.
The players can't have it, but I think it's the best power name in the game.
Note the powerset name (especially when just typing a power name in, like [Brawl]). For instance, with brawl, it mention being in the 5th Column powerset - which won't reflect how it is for players, necessarily.
You might also have it go to the Controller version of a power instead of a dominator, so if it's a control power it would list the +1mag proc instead of the double mag effect for domination. -

Vidiotmaps, though, is well known to the developers - so is the couple of people that tend to make different and/or more correct icons for powers - and mentioning them and their packs has not resulted in moderations of posts/deleting of posts/banning of people.
The devs "wink" at the above couple of people/groups, but do not officially endorse them due to the company's policy. The method used by the packs could very easily, I think, be closed off. If one does not wish to run an .exe to install them, it's possible to simply do a drag & drop of the new files in to the correct folders.

I second this suggestion. Even better is that Empathy has some of the most awesome buffs in the game, in addition to the most healing available. Pain-Dom also has great buffs, but a lot of them (not all of them) are for the caster instead of the team, since it was made as a kind of "anti-Empathy" set. So it's not quite as team friendly as Empathy, but it's still frikken awesome.
(I am also a healer at heart. Boomkin/tree dual spec, dps/holy pally, etc etc etc. My first, and main, character here in City is an Empathy Defender. ) -

That means it's downloaded the patch to the current version and is installing it.
No way around it if you want to play the game - unless you have someone you can copy the current files from. -

You can always look here - globals are set bonuses (don't have to be able to use the power its in, exemplaring below the minimum level to slot that enhancement turns it off) while procs and 120s are the ones that work at any level, you just have to be using the power.

It's recommended you don't use the old site you linked to. Besides not being largely accurate, It's apparently overrun with advertisements and "RMT gold sellers" that may try to steal your account. I wish there was a way to get it taken down or auto-link to the new site. I feel bad for anybody who does a Google search for help and ends up there.

You can access the site? Man, I have not been able to view it for weeks. I double checked that I didn't accidentally block the domain or something, but I still cannot visit the page. I use FireFox, but I even tested in IE as well with same result.
I'd simply save and host it myself, but there is a handful of smileys I used on a regular basis, as well as the random search for other funny ones.
