It will work at all times, so long as you never exemplar to less than 3 levels below the IO. Hopefully it's a level 10 IO!

You can always look here - globals are set bonuses (don't have to be able to use the power its in, exemplaring below the minimum level to slot that enhancement turns it off) while procs and 120s are the ones that work at any level, you just have to be using the power.

Well I was happy to get the Knockback IO Protection on my Dark Armor Scrapper, but I am wondeirng if I put it in Obsidian Shield will it work if I do not run Obsidian Shield?
In other words will it only work if I have that power toggled on??
