Note that the bonus 240pp(I think it is) counts towards your next token for purchased PP.
Now, if you bought 2400 PP and this is your first time ever spending money on the game (you've never bought points before, subbed before, or applied a box code before) you should of recieved 3 tokens (and maybe that's what is throwing you off, you bought before and got the) - 1 bonus token for first purchase. -
The Epic power pools (APPs and PPPs) can be taken as early as 35. These don't cout as one of your four power pool choices.
Once you hit 4, you can take power pools (up to four) whenever you get a power pick. Just hit that "Power Pool" bar up on the top to go back to the big list. -
Soon you can put them in the auction house. You can store them in emails and in bases.
And other than other players, it won't be until the next time the event is run most likely. For evidence see "Winter's Gift" -
Yes. A to-hit debuff is (basically) a to-hit buff with a negative modifier. Anything that affects the power of To-Hit buffs will also affect your debuffs.

Stealth is meant for when you are trying to sneak but might get caught anyway. That's why it has the movement penalty and end cost. It allows you to fight back without having to detoggle first. But just because a power can be used in combat doesn't mean it's meant to be.

Other than the fact that occasionally steam won't connect on startup (and when it doesn't default to offline mode which is enabled) I've found steam great. Compared to other DRM platforms its extremely benign and I like the recovery options (aka no discs required to reinstall)

Stealth's Invisibility would become immensely nice if it had a Quality of Life upgrade to make it an AoE. The era you are talking about saw ED and was pre-IO - they thought it just fine (well, for then. It's always been a eye-on power, I think).
And Stealth isn't meant to be a combat power. That's part of why it's a high-end cost power. -
They like to fix things right when they can. And while I'm not a programmer, no did I stay in a Holiday Inn last night, but most likely the fix will go and set the min. level to 15 (or 10) for the EOs.

Also, psi got tweaked so it was a more balanced set and not completely relying on shockwave. If you were here for those, I do not believe there were more changes and I am unsure of the changes before then.

I've not seen any change, really, in how they handle genericing people.
The lawsuit really didn't change anything, just ended with the game continuing to do what it was doing. -

Only two powers in the game are flagged to do special damage to fires - and that is the two extinguisher powers. Mechanically, Ice simply does damage to fire because it deals cold damage. Just like Dual Pistols will when Cyro Ammo is selected.
