I have a Fortunata with near perma-hasten, with about 3-5 seconds when Hasten isn't up, but still it's effectively perma. I have less than 110% global recharge though, about 98% iirc, so the OP may not be wrong in that 90% is "perma enough" for what he's looking at.
Just trying to make sense of all the numbers being tossed about here, I think it's the 110% vs 90% one the OP is interested in, and 90% looks like it's going to be very close and probably good enough.
You need about 70% Global with Hasten enhanced to 95%. With that you get about 60% effective +Rech from Hasten and a cycle time of around 88s on Domination.
With 90% Global and Hasten you get about an 80s cycle on Domination, which should be easy to manage.

They seem to be covering the numbers. The other part of your question depends on how long you have been gone. They gave doms a general damage boost across the board to standardize the non-perma/perma gap in damage. They removed the damage boost away from domination along with this. So perma now doesn't mean you go from sub par, to broken. It is still a huge boon in the control department and carries its other bonuses to my knowledge. Also, psi got tweaked so it was a more balanced set and not completely relying on shockwave. If you were here for those, I do not believe there were more changes and I am unsure of the changes before then.
