Just a quick question - I remember the Devoured summoning Swarms and the Storm Shamen summoning stormclouds... yet while I've been playing recently, both have completely failed to do so. I'm not complaining, really, but I don't remember any patch notes mentioning changes to either. Is it a bug, and if so, is it a known one?

Your best option would be to ask in the forums of the servers you're interested in playing on - Virtue and Freedom might be your best bet if you're looking for high activity.

I think only people currently in the Going Rogue closed beta could answer that, and they're prevented from doing so by the NDA.

Basically, the Cottage Rule states that, while any given power may be changed in some way or another, the basic principle of said power should remain. I think the name stems from a post by one of the devs making a hypothetical example of a power that originally held an enemy being changed so that instead summons a small cottage.

I go looking for newbies to unload money on, or log onto my kineticist and buff sewer teams. Sometimes, on a very rare occasion, I go looking for badges.

Half of those don't make sense at all, and some of those remaining have been requested before but have been shot down because of not being supported by the game engine.

If you're playing blueside and looking to be the muscle, Scrappers and Blasters are the most damage-heavy archetypes. I'd recommend going with a scrapper first, as it is the easiest archetype to pick up on while you're getting your feet wet. Blasters are {usually} bigger on the AoE potential, but are also a lot squishier. Of course, with the amount of character slots you have available, you can roll a bunch of characters and try everything out.

I did once, when I bought an European version of a booster pack instead of US.
To be fair, for some people the game simply isn't fun. Just as we might like game for our reasons, someone else may dislike it for those same reasons themselves. -

But to your question - how would the ability to slot for 100%, instead of 95% chance to hit {against most enemies, at least} harm game balance? Or to turn your argument back to you, what balance purpose does the current 5% chance to miss serve?

In real world, that would certainly be a good explanation. But in superhero genre, physics and other stuff tends to take a back seat to enjoyment and flair. -
Well, if they have high enough an accuracy or our defense is bottomed out, why not?
