I actually had a similar idea for a Cyborg PB/WS
Basically a person cyberizes themselves to such a point where they finally lose their "Ghost" and a Kheldian moves in -

I know a "Down and dirty, back-alley" martial arts style has been a hotly requested feature, but it really feels like something that would have been better suited as just customization for MA. The features it seems to have would have been great for some kind of transformation-based set, with each transformation having a different effect.
Furthermore, if they were going to go out of their way to make a "Street fighting" set, I would have hoped it involved more unique aspects instead of kicks and punches. Use of "Dirty Fighting" tactics like throwing rocks/bricks, slinging mud/dirt/sand in the enemy's eyes poisoning weapons, spiked knuckles/brass knuckles, that sort of thing. I'm sure it has all of the new animation team's signature flare and will look amazing, but said flare would have been better for MA if it was just going to be more kicks and punches. I can(and have) make a passable Kicking & punching dude/chick already.
Giving me a different thing that's just a new "Flavor" of the same thing when I could have gotten
A:something completely new or
B: More flavor added to the existing thing
doesn't sound encouraging.
Finally, if it visually fits certain characters more(and it probably will) I'll have to consider re-rolling in the future, versus a simple visit to the tailor. -

It's not PERFECT, granted, but an Energy/Fire/Ice Blaster with a Dark Judgement and... I don't even know what the rest of the powers are... That's a pretty broad range of powers.
In my experience, almost all of the concepts people are after that seem to fall in-between ATs and powersets right now can be achieved trough the addition of new epics, patron pools, power pools and weapon/costume options. If I want, for instance, a character who uses a sword and a pair of handguns ala Dante, this can be achieved via adding a pistols epic to Scrappers/Brutes/Stalkers or a sword epic to Blasters/Defenders/Corrupters. If I want a character who uses elemental weapons, then we can add elemental weapons to the existing weapons sets. In fact, a fire sword and an ice sword for Dual Blades is already more expansive than most concepts out there.
As far as I'm concerned, free-form character building is all too often just too complicated, cumbersome and prone to making me gimp myself if I'm not Arcanaville, and it very rarely gives me anything too interesting that a class-based system like City of Heroes couldn't.
This also kind of represents a difference of opinion, in player type, I feel.
For me, this game is an abstraction of my idea. My fire-blasting character doesn't define his fire-blasting as only nine very specific abilities, he defines it as "Fire blasting" and uses it how he sees fit.
I think some other players, particularly proponents of an "open" system view the game as a very concrete representation of their idea. So when their fire-breathing characters have nine powers and only one of them is a cone/aoe, they feel limited.
of course there's the third that just doesn't care either way and just wants to min/max but I really don't know what to tell them except this type of game is supposed to be geared for lots of different types of players, and as stated before, full open creation ruins the diversity of player types/character types by essentially stripping it down to one big type that you have to pick the right path through. If that type of character isn't what you want, you can either
1: Shut up and play
2: go away
3: suck and die. -

Plus superspeed and a cheap jump stealth IO in sprint makes stealthing a snap, which is very useful. Almost infinitely useful for me, virtually all my characters have some manner of stealth. ^_^
Generally, my thoughts go "He/she does this and this, and the way he/she makes their dramatic entrance is...." -

Straightforward question here, but I just HAVE to justify a post with at least a paragraph.
I have a character I've always pictured using "Artificial" methods of travel, jet packs for the most part.
Obviously raptor packs are somewhat inconvenient as they run out and, honestly, the Steampunk pack and especially the GVE pack are just cooler looking an have a more unique way of getting around. My previous problem with them had been that the GvE pack was extremely limited to the point it really didn't serve as a travel power, more just something to add vertical movement to, say a ninja runner or super speedster, more of a supplement to a proper travel power.
Having heard about the Steampunk pack's ability to combine with the GvE pack and seeing it's jump speed does increase with ninja run and sprint,My question is: could I make a character solely with those powers and get around at something reasonably approaching the same speed as my teammates? or do the jump packs fall just short of satisfactory?
I don't need to win any races, necessarily, I just need to keep up with everyone else. -
well yes, and I loves me some RPeses and I do that exact thing all the time. But that's not an actual gameplay mechanic that has something to do with what you actually DO in the game, so much as what you're pretending to do(while you play a pretend game, of course :P) This is intended to sort of bridge the gap between those two things.
Further more It can help RP in-mission/fight, instead of typing out a thing, you can just DO said thing, like using an emote to faint instead of typing out "Premmy faints" or having X costume piece instead of having to describe it all the time -
You bring up a good point, but that's kind of an inherent flaw of the engine where every thing we do in this game comes out as "Use the use key at x" Because every action is designed to either take place in a bubble of animation/effects(powers) or not at all(clicking anything), the only uniqueness available to players is what things look like, and what numbers they generate.There's no real difference in how the powers behave (outside of numbers and status effects), or interact with the environment or move through the air, because they don't do any of those things. With Aoe,drop powers and the difference between melee and ranged there's a little more, but that's still not very much, and there's not much to be done with that, anyway.
The third step of this idea would be missions particularly tailored to individual powersets, A Dual Pistols mission, a Fire melee mission, an Illusion controll mission but, again, go too far in that direction and you run the risk of Forcing the mission to only accept individual powers that players might not have taken, and thus be unwinnable. Furthermore it can weaken the "casual" nature of the game to start creating content that can ONLY be beat with the right combination of, not only archetype, but powerset as well.
A fourth step could be powerset- directed signature enemies. A Wandering samurai/Gunslinger who challenges gun/sword characters and can only be beaten by said characters and other similar ideas. Either within missions or as a random ambush(or both!).
Within this engine I feel like this is the best that can be accomplished without either a new engine or a massive overhaul. -
In comics, stories are written around the main character and thus the problems they face more often than not revolve around proper application of their abilities.
In this game(which is based on comics) missions have to be open for everyone to do, so everyone can experience them freely. Which is great.
But this can take away from the feeling of being the hero of your own story.
When the hulk and Professor Xavier are both given the same missions, it can make you feel like just a nameless, faceless avatar and break immersion.
My idea was conceived in the hopes of mitigating this somewhat.
Personalized Missions and Mission Personalization
The core of this idea is creating a way for the game to recognize different primary and/or Secondary powers a character might have, and then implement changes based on various factors(Random Chance, unlockable content, e.t.c.) that would require your character to use those powers specifically within missions to achieve certain goals. This would be somewhat similar to Kheldians causing Void Hunters to spawn during missions
Mission Personalization:
This would be an option based on random chance. During any given mission a chance would exist to cause certain non-essential secondary objectives to occur that can only be solved by use of the primary and/or secondary powers, Such as a fire using character having something on the mission frozen in ice and having to use fire powers to melt it, an Electric powered character having to re-charge a drained electronic device, robot, or power a generator, an Ice character having to put out fires, e.t.c
completing these objectives would grant extra XP and inf, and would just be a nice distraction that would make mission feel more personal.
Personalized Missions:
This idea would be based on a combination of random chance and Unlocked content. It would function something like a cross between paper and Tip missions.
After completing a certain amount of MP-objectives in a mission, or maybe via a contact given at a certain level, your character will be "Known" for their powers and thus will have people approaching you to help solve problems "only you" can solve.
The mission name, primary objective, and enemy type would be based on what your character's powers are. So a mission to run into a burning building and stop a gang of hellions would pop up for an ice character, a mission to stop a swarm of clockwork from destroying a power plant would be given to an electric/psy character, things of this nature.
The information would be dropped in mad-libs style where needed, with certain "Types" of missions, similar to paper missions
"Stop Named boss" missions
"Prevent/cause Destruction" missions
"Save Hostage/capture hostage" missions
"use powers on glowy" missions
Ideally, these missions would be given by a random ambush NPC(An NPC runs up to you "OMG, It's $hero, just who I was looking for! and then you click them and receive the mission) contact while out in the city that would approach and let you talk to them, but the Tips system as it stands is just as good for this purpose. -

There tends to be a lot of "Hanging about" Rp in this game and the major areas to hang out are Pocket D, Atlas park under the Statue of Atlas, and inside Super/Villain Group bases. Besides that you can still find RP characters flitting about doing stuff, but the "fishing" method is as effective at catching RPers as fishing is at catching fish. Just keep doing as you will and you're certain to get some "random" RP but maybe not as much if you went to the designated fishing spots and dropped your line.

Yet on these boards I see people metaphorically beating this issue to death that they want to solo incarnates at the same rate as groups do. Well, THAT IS JUST NOT GOING TO HAPPEN!
TLDR: If you want Incarnate powers, you gona have to do trials for it. -
I want the chestpeice to have two eyes and a mouth and be at least the size of roman, Resistance or PPD armor chest peices

It bears noting that it's not just the skin tone,(though as a person of color who also has been under light, a somewhat lighter-skinend one, at that, I can attest that no amount of flash will change the visual texture of my skin the way the light in this image is supposed to be doing) but the hair texture(it's blowing in the wind like straight hair, when if he had spiky hair as a black man it'd be more like This)
I always thought his hair style was a box version of this look

I'd Go Storm/Dark Defender or Storm/Dark Corrupter
With Storm you can represent a lot of ideas, while some would classify a /Storm/ Character as only storm/sky/wind powered, you really have access to Ice(Freezing rain) Water(Steamy mist, Hurricane) Wind (Gale, tornado, hurricane again) and Lightning(Thunder clap, Lightning storm) Depending on how you color/ explain it, you also have Illusions and/or Invisibility(Steamy mist again) Telekinesis (Gail and Tornado again) and generic healing spells (02 boost) Coupled with this is the idea that witches deal in curses and spells and were known to cause all kinds of trouble indirectly as opposed to pure shooting fireballs
Dark is good because it doesn't look like anything else. While it may be an "element" in the City of world it doesn't have anything similar in the real world. Instead of Fire/Ice/Electricity, you're not just a human flame thrower/Tesla coil/freon... shooter... thingy, you're throwing around magics. And Unlike the others, coloring it different things leads to more varied. Whereas green fire is still green fire, and no matter what you do to energy it still looks like beams of light, yellow dark blasts can be anything since Dark Blasts are open to a lot of interpretation to begin with. The effects and variety in most dark sets works to your advantage as well. -
The Idea of having a choice removed of any kind is considered a negative in the sense that it limits freedom, not that I completely agree with this mindset, just explaining.
I don't find it that troublesome but once or twice I've found myself with no desire to take any powers other than my primary or secondary and being forces to take stealth or some-such to as a filler power and finding it kind of annoying. -

One thing I would like to see that I think would be a nice use of the new Victorian/Ascension aura technology is stylistic representations of various art types/visuals
Kinda hard to explain but moving(and path, and combat) auras based on
Brush Strokes
Vector arrows(Squiggly lines are seen there as well on Black*Star(the blue-haired kid)
Graffiti Lines
Paint blotches
and other examples of symbolism and drawing expressed through auras.
