Local beat me to it with the ice/ice blaster comment. They are very controllery. I'd play mine more but I named her Princess of Slush and I hate that name.
For damage and control early, I'd say fire/. But the problem with that is you're pulling so much aggro you faceplant every 20 minutes. Dishing the damage with just immob is gonna hurt.
That said, try out the Fire/Rad. And show up on Monday, Freedom, Talos dirt hill at 8pm Central and a group of them will be waiting to make teams and burn burn burn things. Ha ha ha ha ha.
I also like ill/storm. Very, very fun. Not very controllery, but can lock them down with fear. Too bad you can't test drive these. -
I run with full detail on characters, high detail on reflections, ultra detail on water, but only one pip up the slider on ambient occlusion on a 9600 GSO [beefed up 8800].

My only quibble with Katana/wp is that it's too good. Once you make a katana, it's hard to be happy with any of the other scrapper primaries. And you'll put wp on every tank you make.
They're great though. Excellent for a beginner.
My first scrapper, which I took to 50, was MA/Inv. Simple and clunky, you can't go wrong with that either. But katana/wp is robust, overpowered, and just cool.
Feel free to give me negative rep for using the word "quibble." The more I look at it the more rediculous it seems. I hate it when that happens. One of the worst words for realizing it's a very strange sound and spelling is Food. Which caveman chose that sound? Nomnom would be better.

I think to have a optimized build, I have to drop my love affair with Vengeance. And just had it used on me several times, and the stackable kind, last night too.

I'm fielding questions, but really treat them like questions themselves in case I'm wrong.
I'm not taking mutation because there is a great new temp power called Resuscitation. I'll rez when I need to, but I should have someone else on the team able to do that, or combine-three, etc.
I dropped EF. Something had to go and of the offensive toggles, it's the one I think would fare the worst. And speaking of offensive toggles, I'll probably run assault all the time, or so is my thinking, and I'm basing that mostly on my katana/wp who runs nine to eleven toggles at a time with no endurance problems. May not work here.
With what I have up there, I'm nearly perma-hasten, so I'll keep that on auto. This means I'll have to actually click on Vengeance when someone dies, rather than just clicking on their name.
I'm hoping that when I frostbite the badguys, they've already been cornerpulled, etc.
Hmm, I see you guys points as far as the psi epic. Ice sure makes more sense theme wise. But I'm never one to mess up a non-concept toon by trying to keep a little concept going.
If my love affair with Vengeance dies, there's always the second build and a bucket full of respecs. Same with if I take something I don't really dig. Currently, it seems I'll play this like a Fire/Rad, but without all the damage. -

Wow, give up shiver. I'm a fire/ice blaster too and that's sacrelidge in that build. But I see what you mean.
I'll drop mutation now that I've read up on the new temporary powers. Resusitation would last me a month, considering other have rez as a non-temp.
Might lose Frostbite or Ice Slick. Or maybe make a low level build, say sub-20 or sub-30, and then use the second build to ditch the things I've grown out of.
Fallout temps me, but a five minute recharge [base] to do 222 damage [base] in a 30 foot radius? And, not only five minutes, but I need to have a corpse, which, after I blow it up, we can't target to rez. Impolite, I think.
Yeah, not only the synergy with CC and AA, but Glacier and EMP looks great.

I'm planning on building a ice/rad. The build is tight and full of good powers. It might be too tight.
I've posted it below.
Maybe I shouldn't be concerned that my only pools are getting Stamina, Hasten/SS [for invis], and Rec Friend. Since I plan to take Mutagen too, Rec Friend makes me that fellow who tp's you and rezzes you. I like that guy.
I can't help but think that there is a lack of synergy with the ranged/melee. I got the thought to make this based on the Slow and -Regen, etc. A real EB/AV killing assistant.
Build below, no slots yet, just trying to get my head around the powers at this point. Also powers are out of order.
Is there anything I can drop? Anything that doesn't make sense?

If you're teaming, I'd lay off the ranged and go for rech. Of note, though you may not be a snipe kinda guy, that Manticore set is cheap and gets you 7.5% global rech. Not sure about the DPS, but one-shotting has smile-reward.

What I really long for when I'm in a tough spot is Slow and -Regen.
-Def and -Res are gravy. I'd rather have -Rech, which functions like slow, but slow is more prevalent.
Hmm, makes me want to look into an ice/rad something. -

Massive aside here: Is there a better way to run this? Everyone with rec friend and one person commutes to the next location while the other's fight? I'll do it for the customized weapon, but only for the customized weapon. Worst TF evar. -

Explain to me what the deal is with this. Across the board, in sets, Damage/Recharge is the red headed stepchild. There are always 15 for sale, zero bidding, and I pick up Posi's for 1 inf. Meanwhile, we scramble to get our global 6.5% and 7.5%, we pay through the nose.
I dig it. I like damage/recharge. It's one of my favorites.
Is there some kind of overdrop associated with every set's Dam/Rech?
Dam/range in Posi is even cheaper. If everyone hates /rech and /range how are they making their five to get the 6.5% rech global? -

Your attack chain will look slower w/o hasten. That said, I never took it on my katana, she's fast enough as it is.
To build for S/L you'll pay though the nose. But you'll likely not cap positional, or at least melee and ranged. Getting your ENFC high is easy enough. That said, with DA you will not get hit. Certain enemy factions, like Council, become a huge joke. I carry a Good Luck in every insp slot I have to get me started before that first DA hit. And if there's a bubbler around, hoo, the bubs make katana life easy.

I wouldn't call it a farmer, maybe a guy who goes around with a farmer. Well, here's what I threw together in five minutes...oh, and I forgot to take Energize, so you have to rearrange everything.
And speaking of rearranging, I assumed this is a build for a 50 and didn't care what order I took powers. As farmer people PL each other and totally miss the content of the game.

I've just rolled a BS/DA. I absolutely love Katana and mine is about to hit 50, probably tomorrow night. Parry = DA and BS has so many more weapons customizations that I have to do BS. Though I do have a love/hate with [edited]Dark, I'm going to stick with it this time.
If I do delete this toon, I'll make a BS/Wp. Though I need to get some of my non-scrapper alts on up to 50 rather than make another [another another another] scrapper. -
Also, do we use the Freedom TF chat? I think I have it monitored and never hear a peep.

Here are the notes I made for myself this week, but with an added suggestion on how we handle the irritating hunts. I've actually partially run this TF back around Halloween but we didn't finish because Zombies, etc, kept keeping the local spawn off the streets. We were at the trolls in Skyway when we gave up. I was actually in Terra Volta at the time.
Numina TF
Numina is in FF in the round courtyard.
- [Crey's Folly] Investigate facility in Crey's Folly. Find computer record.
- [Unknown Location] Investigate the disappearance of Scout.
- [Atlas Park] Talk to Azuria
- [Unknown Location] Retrieve the Shard of Kalak. Defeat Envoy of Shadows, a Death Mage boss, and all in the waterfall room. Shard will drop from last one killed.
Irritating Hunts
- Defeat 10 CoT in Perez Park
- Defeat 10 Clockwork in Atlas Park
- Defeat 10 Outcasts in Steel Canyon
- Defeat 10 Hellions in Galaxy City
- Defeat 10 Skulls in Kings Row
- Defeat 10 Trolls in Skyway
- Defeat 20 Vahzilok in Faultline. Vahzilok can be found in the cracks and on the beaches. Since the Faultline change, you can also find them in the construction sites.
- Defeat 20 Crey in Brickstown
- Defeat 20 Freakshow in Crey's Folly
- Defeat 20 Sky Raiders in Terra Volta
- Defeat 10 Family and 10 Tsoo in Independence Port. Tsoo can be found on the ship in Independence Port, 560 yards west of the tailor.
- Defeat 20 Council in 'Boomtown'
- Defeat 30 Warriors in Talos Island
- Defeat 30 Banished Pantheon in Dark Astoria
- Defeat 30 Rikti in Founders' Falls. Rikti can be found in Libertytown.
- Defeat 30 Devouring Earth and 30 Nemesis in Eden. Devouring Earth can be found at the entrance in Eden, while Nemesis are further in, about 360 yards west.
Back to Normal Mishs
- [Eden] Find the place where Woodsman is trapped. Defeat all enemies to find Woodsman.
- [Unknown Location] Defeat Jurassik and minions to free Woodsman.
Suggestion Re: Hunts
Either leapfrog each other or find the easiest route for each team member as we split up to do the hunts.
For leapfrogging:
- Teammate 1: PP, then Crey's Folly,
- Teammate 2: Atlas, then Terra Volta,
- Teammate 3: SC, then IP,
- Teammate 4: Galaxy, then Boomtown,
- Teammate 5: KR, then Talos,
- Teammate 6: Sky, then Dark Astoria,
- Teammate 7: Faultline, then FF,
- Teammate 8: Bricks, then all meet up in Eden.
Leapfrogging in teams of two once the number of enemies reaches 20 and the difficulty gets harder may or may not be a way to save time. If a member is weak on the damage, skipping that person for difficult areas/20+ enemies might save time. I might never accomplish this on any toon.

- Two builds. One for damage, one for service.
- Five costumes I like.
- All unlockable weapons.
- All unlockable costume pieces.
- Has run all TFs.
- Has whatever the leading-the-team badge is beyond Paragon.
- Accolades, badges, whatever.
- I didn't start hating them and delete them in their 20s.
