Ice/Rad sure is a tight build.
I've not played either set, but I might be tempted to swap out Choking Cloud to swap in Fallout (maybe move Recall Friend up to 28). Is Choking Cloud really a Mag 1? Seems like a huge end cost if that's the case (World of Confusion is often derided; Choking Cloud on the surface seems more dubious). Especially if you are a fan of Vengeance. Just debuff rather than buff, but with damage.

You need to plan to slot Choking Cloud with max EndRdx and Hold, and Arctic Air with max EndRdx and Confuse. But with those two running, you'll be a walking mez machine.
If you want to free up a power slot, you could consider dropping Shiver, since you will have Arctic Air and Ling Rad. Still, Shiver is nice to have. Mutation is skippable but nice to have.
On your order of powers, I personally would move RI to 10, Ice Slick to 12 and move EF until after Stamina.

Wow, give up shiver. I'm a fire/ice blaster too and that's sacrelidge in that build. But I see what you mean.
I'll drop mutation now that I've read up on the new temporary powers. Resusitation would last me a month, considering other have rez as a non-temp.
Might lose Frostbite or Ice Slick. Or maybe make a low level build, say sub-20 or sub-30, and then use the second build to ditch the things I've grown out of.
Fallout temps me, but a five minute recharge [base] to do 222 damage [base] in a 30 foot radius? And, not only five minutes, but I need to have a corpse, which, after I blow it up, we can't target to rez. Impolite, I think.
Yeah, not only the synergy with CC and AA, but Glacier and EMP looks great.

No, no, no! Ice/Rad is one of the few builds that can make good use of Choking Cloud because you can combine it with Arctic Air. The mechanics of Choking Cloud are explained in my Illusion/Radiation guide. There's a 90% chance for at least Mag 1 (which will allow you to hold bosses with one shot of Block of Ice), a 50% chance of at least a Mag 2 (holding minions) and a 40% chance of a Mag 3 (holding Lts) PER PULSE. Pulses come every 5 sec, so withing a few seconds, most of the foes in the Cloud will be held. That's where other powers like Ice Slick and AA come in -- to give you enough time for pulses to hit and hold just about everyone. Throw a BoI on anyone not held.

Listen to LM's advice, it's good. But even though ice/rad makes best use out of choking cloud, there are other options. For example, I move around very actively (SS is always on), and usually find myself affecting a single group from the perimeter of the activity to avoid AoE mezz, so PBAoE toggles don't really suit my style. I cycle ice slick, glacier, and EMP as my opening moves, and apply rad toggles liberally and don't find myself lacking in control or mitigation whatsoever. My playstyle doesn't make good use out of AA+CC, but yours might. I'd suggest trying them out on the way up to see how it works with the playstyle you develop.
Frostbite might be good while leveling (frostbite+RI is practically a hold), but if you're goal is a AV killing assistant I'd recommend chillblain instead. It's high recharge tightens up an attack "chain", and you don't blow your end while using it.
Shiver, like mentioned, is an optional power (I always recommend with this combo: pick 2 of shiver, lingering rad, and AA, but not 3).
If you're going to have mutation, tho vengeance and fallout are good, you probably can't get rid of enough powers to pick up vengeance.
APP: I don't know, but I always think this combo works best with primal.... especially conserve power when you EMPulse so you don't lose all of your end (EMP shuts off recovery for 15s or so).

Fallout isn't just damage. It also provides a substantial damage resistance debuff and tohit debuff. It can be, like vengeance, a team wipe mitigator.
I like the Mind APP best for Ice/Rad. Getting mezzed is one your one major weakness. You have 4 offensive toggles that all instantly drop. Plus the -Recharge in the Mind powers stack with your Ice powers. You'll generally be over the -Recharge cap for regular enemies but it takes huge amounts of -Recharge to affect an AV. You need -333% Recharge to get a same level, level 50 AV down to -50% Recharge, which doubles their recharge times.
I can't really comment on any of the builds posted at the moment, but here is my Ice/Rad's build (he was my most recent 50), in hopes that it may spur some ideas for you. I primarily went for relatively inexpensive Frankenslotting in order to boost more performance out of his powers. Any set bonuses attained in the process were just gravy. (nom)

Seconding some advice from Mandur12 and Tex.
Frostbite has a pretty heavy endurance cost in the midst of all the toggles you'll have running. It also has the disadvantage of triggering the AI's range mode so they'll fire back more often rather than slowly entering melee or fleeing AA. I would take it on a range oriented Ice troller, but I really think that Ice shines when using AA.
I also like the Psi APP for the stacking -recharge and mez protection as well. If you decide to play at range then Shiver, Lingering Radiation, and Psychic Tornado do very well at keeping most enemies' recharge floored.
I'm fielding questions, but really treat them like questions themselves in case I'm wrong.
I'm not taking mutation because there is a great new temp power called Resuscitation. I'll rez when I need to, but I should have someone else on the team able to do that, or combine-three, etc.
I dropped EF. Something had to go and of the offensive toggles, it's the one I think would fare the worst. And speaking of offensive toggles, I'll probably run assault all the time, or so is my thinking, and I'm basing that mostly on my katana/wp who runs nine to eleven toggles at a time with no endurance problems. May not work here.
With what I have up there, I'm nearly perma-hasten, so I'll keep that on auto. This means I'll have to actually click on Vengeance when someone dies, rather than just clicking on their name.
I'm hoping that when I frostbite the badguys, they've already been cornerpulled, etc.
Hmm, I see you guys points as far as the psi epic. Ice sure makes more sense theme wise. But I'm never one to mess up a non-concept toon by trying to keep a little concept going.
If my love affair with Vengeance dies, there's always the second build and a bucket full of respecs. Same with if I take something I don't really dig. Currently, it seems I'll play this like a Fire/Rad, but without all the damage.
Assault over EF? EF gives 22.5% Resistance Debuff AND a 20% Damage debuff, while Assault gives a 15% damage buff to the team. Assault is on all the time, while EF can be cast quickly on an Anchor . . . and it provides a benefit to otherwise unbuffable pets. Personally, I'd go with EF.

The powers I skipped on my Ice/Rad were Chillblain, Flash Freeze, and Fallout.
Arctic Air is not really replaceable by Shiver IMO. They both have -Recharge but the similarities end there. It's a matter of opinion, but I have always felt Ice Controllers who skip Arctic Air are missing out. Doubly so with Ice/Rad, who gets two PBAoE controls.
Lingering Radiation and Shiver do have more overlap. If I had to take just one it would be Lingering Rad, because it has -Regen, a better shape (spherical rather than a cone) and lasts longer (30 seconds vs 18 seconds). It takes some work to get it perma. Note that on my Ice/Rad troller, though, I actually have both Ling Rad and Shiver. I find it useful flooring Recharge over a huge area and for hammering AVs with stacked -Recharge.
Keep in mind this will be a low damage build. This character specializes in being a rolling cloud of debuff and lockdown.
I think to have a optimized build, I have to drop my love affair with Vengeance. And just had it used on me several times, and the stackable kind, last night too.

I'm planning on building a ice/rad. The build is tight and full of good powers. It might be too tight.

Maybe I shouldn't be concerned that my only pools are getting Stamina, Hasten/SS [for invis], and Rec Friend. Since I plan to take Mutagen too, Rec Friend makes me that fellow who tp's you and rezzes you. I like that guy.
I can't help but think that there is a lack of synergy with the ranged/melee. I got the thought to make this based on the Slow and -Regen, etc. A real EB/AV killing assistant.
Build below, no slots yet, just trying to get my head around the powers at this point. Also powers are out of order.
Is there anything I can drop? Anything that doesn't make sense?
