Let me just speak to the snowstorm question,you have to take snowstorm or flash freeze to get to the other powers in the cold.
And snowstorm is a more useful power for pvp.Now flash freeze is useful in the sense that you can slot a cheap purple set in it.

And yeah he could move the unused slot in psi dart to power thrust and add some more kb.

Edit:OP,after looking at more closely your build you have hit the "Rule of 5" twice,3% damage and 12% regen

Some missions are like that.

In fact the old Cape mission (ooooold) was bugged so that the item you're supposed to be protecting would basically start getting hit the MOMENT you entered the mission. Since it was (at that point) a 2 or 3 level mission map, you might get through the first couple mobs before you get kicked out Failed.

Just because you weren't there to see the Boss run by, doesn't mean he didn't do it - he was the mission objective, therefore if you ignore him long enough he'll do exactly what he did: escape. It wasn't on a timer. It was merely that he NOTICED you coming into the mission, and his actions were triggered by that alone. You didn't need to start a fight or even be in the same room with him, for this to happen.

No disrespect to you OP but,concept doesn't really have a place in pvp.If you are concerned about concept do not be concerned about being any good at pvp.IMO you can't do both.

Yep,I have 3 corrs for various needs./kin,/therm and /cold.
Like most my SG mates we have all the buffers/debuffers.We can always field a team with whatever is necessary.

Of course I have many toons,some more fun than others.Really like playing my ice/cold corr for most teams.Course my invul brute is super fun to.

Let me sum it up for you.There is a new issue coming out some time or other.It's so awesome you will have to pay for it.
They told us now so we could start saving up for it.

Couple of things,WW no longer has the 60 days policy.You can leave stuff there for as long as you want.
At present there is no way for others to gift you any thing.You would have to give them your account info and let them use it to buy whatever.

My home server Pinnacle is kinda odd I think.Some nights we can have almost 2 full teams on both sides going at it in RV.Then it's a few days of very little activity in the zone.

We have a PvP League starting up.It's gonna be 3 vs 3.
I think they have put together some nice rules for it.

But yes,Freedom or Virtue if you want constant pvp but there is some pvp on other servers.Feel free to join us on Pinn.
We will be glad to kill you.
