Bleh on Salt Lick. Rudy's ftw. When the BBQ place has a gas station, you know you're in for some good stuffI used to hate bbq, and Rudy's converted me. Their moist briscuit is awesome, as is the chopped beef... but the sauce (or sause, as I think they say?)... when I was still living there, relatives who had visited and tried it used to make me go buy it and ship it. It's that good.

I've driven hours out of my way to pitstop there when I'm around that area; a friend and I used to drive highway 17 like 2-3 times a week JUST to eat there, heading out of san jose. -
I'm of the opinion that markets will form regardless of what you do. I submit that:
(1) RMT has negatives, but getting spammed in game is more negative than the other effects
(2) People who want to engage in RMT will be able to do so. They may have to go looking. It can't be stopped, it won't be stopped, so acting as if it CAN be prevented is foolish.
(3) RMT is potentially dangerous in an unregulated market. Also, unregulated RMT can result in people doing things like attacking account passwords to try to compromise accounts to steal items, or spreading viruses which drop keysniffers on systems. (Note that there are already a LOT of these spreading because of WoW - how hard would it be for virus writers to check for many games and not just WoW?)
Consequent to these points, I submit that NCSoft is better off implementing a "Station Exchange" type system. Basically, accept that the secondary RMT market exists and cannot be stamped out, and rather than try, promote your own legitimate service to protect players and stop spammers. (A robust legitimate market will make spamming worthless)
I've never played an SoE game, but their exchange page makes it fairly clear what some of the major issues were. In an ideal world, I think getting rid of RMT completely might be a legitimate goal. But if you can't get rid of it, better an open, regulated, legitimate and secure market than one run by spammers and scammers underground. -

I'm still working on the I9+ builds. I actually deleted my main Khelds (both L50) and rerolled to try experiencing the content again and build them with newer build ideas and with IOs. I'm guessing it will be September-ish when I release an update, depending on RL factors. I'm hoping to include some video demos.
Meanwhile, one key thing about IOs is to use multifactors to reduce the need for total enhancement slots. For example, maximized slotting for reform essence before would have been: Heal/Heal/Heal/Rech/Rech/Rech.
You can slot, instead, 4 L40 Heal/Rech IOs (one from each set of Numina, Miracle, Doctored Wounds, and whatever the other one that goes to 40 is), and get the same effect, for a savings of 2 slots. That sort of thing is pervasive.
I've made more progress on the PB side than the WS, which I think is because I'm saving the best for lastBut my WS build will likely use a lot of LotG +rech IOs and +rech set bonuses to try to get perma-Eclipse. Last 3 powers likely stealth, grant invis, invisibility, in order to slot LotG +rech in each of them (along with shadow cloak).
One thing I'm going to test out is whether a late game PB with Miracle +recovery and numina's +r/+r needs Stamina. I had a stamina-less build, but eventually switched to a stamina build and was glad. But I wonder if slotting those into reform essence (think 4x Heal/Rech + those uniques) would make it viable and/or advisable. I am using a miracle in my PB without stamina so far, and I WANT Stamina still, but it is definitely less painful that before - but I've got health, and that's "cheaper" than slotting into reform, since reform essence costs end to activate.
Anyhooo, going back to your first question...
Yes, I did drop the shields, and no, I don't miss them. The basic reason was: I was either in Light Form (in which case the shields were redundant if LF was slotted up), or I was changing form too much to put the shields back up for long. I did slot light form up with 3xRes to make up for that, since I used to use it with 3xRech,1xRes,2xEndMod, and just ran shields on top of it. But I find myself happier with Stamina than with the shields. But the unique IOs may swing the balance back the other way. -
I miss the days when the comic arrived in the mail every month, relatively reliably. I'm sad to see it go. I even enjoyed the Blue King version, because seeing the heroes, enemies, and so on in the comic was a blast.
Maybe they'll get the urge to run a City of Villains print run instead -

Two things:
(1) I have no idea what left and right bind to. Is that the left and right arrows on the numpad? Have you tried changing the binds to q and e (that's what I use) instead?
(2) Are you making sure that in those text files, those binds are on a single line? Make sure that if they take up two it is only word wrap and not using two actual lines. -
Have you actually tested the exemplar percentages with IOs? I had sort of figured that with IOs, since they have a level-by-level value rather than relative, that if you had L50 IOs and exemped to, say, 37, your IOs would just use the L37 values.

I gained less xp than I normally do because of the wasted time waiting on trying to even log in. After 30 minutes of failed attempts I gave up. 2 Thumbs down for not being prepared.

This comment is useless. Every server is not the same. I was playing on Virtue all day and all night, and it ran perfectly, and Virtue is the 2nd most populated server. I didn't even have lag. -

They only give the bonus once every 30 minutes now, and the contact call buttons don't work in PvP zones.
These missions used to be the best way to hit it - I solo'd one character from 1-50 in 80 hours, mostly doing these. Nowadays, I'm skeptical it would be worth it. -
Neat, although I was hoping the shard would get love. Mind you, it's already REALLY cool, I'd just like the content to be more interesting.

Or, you could just get to 50, playing and having fun, and get millions per hour just killing stuff. Just a thought. I made millions per hour doing this sort of thing with common IOs for the first day or two I9 was out, but with these smaller amounts, I don't think this arbitrage is worth it.

The black mark on I9 is the issues with exemplaring and IO sets - both the bug, and the "intended behavior" as described by Posi. I want to slot 50s and still benefit from my sets at 30.

No. There are individual global/special IOs which add KB resistance, but they are not set bonuses or sets. (Although they do FUNCTION like set bonuses in game engine terms) -

We started this group about one day into release. It started off as a group of tabletop roleplayers who knew each other in real life and were all starting to play City of Heroes.
Our small group is a set of dabblers - we enjoy PvE, badging, PvP, and light RP. Some of us participate happily in more complicated RP plots as well. We have a fabulous base, and for the number of actual real people, we're rising toward the top 100 at a fairly good pace.
We have a corresponding Villain group called The Path - we use the same boards.
We have teamspeak. (And we use it!)
It's a very small set of actual players though, we're just horrible altaholics.
Previously, this group was mostly just this small set of Real Life People - but we're fun, we're experienced, and we enjoy teaming, meeting people, and we have a lot to offer in terms of experience, as well as a very well-stocked base. (All beacons, Autodoc, very close to Combat Logs, SO storage by origin, both third-tier empowerment stations, IO invention table and Invention Salvage vault, etc.)
I'm also interested in entering Coalition with other similar Supergroups, largely for team/TF forming purposes.

They're at 112.5% of blaster base, but effectively do less damage vs well built blasters because blasters have 2 offensive sets, and faster animation times. It would be more accurate to say their defense is 25-150%, since the two most survivable scrapper sets (Regen, DA) are a great deal more survivable than weak tank sets (/FA, /Inv).

Defender offense is nowhere NEAR 66% of a Blaster unless you're averaging in debuffs. Defenders have no blaps, no access to the two best blast sets, no Build Up, and even the base damage is 62.5%.

66%? Tanks do 80% of scraper damage, base; several have damage auras. Some have other boosting attacks (ie, Fiery Embrace), and they have access to harder-hitting, faster-activating sets. (to wit: Energy Melee. Find me a Scrapper attack that keeps up with BU+FE+Energy Transfer). 85% is probably a better guess.

Drastically underestimates damage from high-output controllers, especially at epic levels. Combination of AoE blasts, pets, and containment can raise some controller sets (esp fire, due to Hot Feet) to blaster-like damage levels; when debuffs and controls are added in, Controllers are fairly godlike. Stronger Controller builds easily outdamage weaker blaster builds.

If I9 and I10 come out with no powersets, and the devs are only considering new sets for at most 4 ATs in I11 or I12, what happened to the rest?
Not to bash this efforts, scrappers and tankers need the love first, but is there a long term plan for the rest?

We did plan out Power Sets for the retail box, but we've gone the route of free updates instead (woohoo!). Yep, we had some planned...and we thought about just putting those into updates as schedule permitted...
but then we thought it'd be cool if we polled the players what they wanted first. Not all of these power sets are of equal difficulty - some are tougher than others - but they are all possible. I can't promise exactly when it'll get in, but please know that we've heard loudly and clearly that players want new power sets.
BTW...Ball and Chain was my little addition last minute. It would be just be SO cool!
