I am using this build (- the purple sets) and it is great.
Every 30 seconds you can wipe out full +2 minion/lts spawns. By the time you finish off the bosses you are ready for the next one. -

On the above build i would certainly change true grit take two slot out. Take hasten at 49(would drop one with the shield), put the two slot in hasten, put recharge io in there and voila permahaste(bar one sec)
Anyway i dont have so much cash so i made up this build without purples, still expensive but hope to achieve it one day.
The bad:
-I have less recharge(wel actually more but with the changes i suggest you would have alot more).
-I have no slots left to slot up fire blast which is a shame, would simply be a tool to pull if needed
-I have slighty less endurance recovery
The good:
-capped all my defense(ok i know i am lying i am short 0.1 on aoe)
-I have like 100% more regeneration of hp.
-Slighty more hitpoints and slighty higher percentage of damage increase.
-Still expensive but no purples at all
Feel free to educate me on how to make this even better, without the use of purples. This will be my first fully io char.
One very, very easy change you can make is to put the miracle + recovery in True grit and out of health. Same benefit, except the miracle AoE defense bonus puts you over soft cap -
Here are a few of my opinions
Shield defense and super reflexes are my favorite secondaries because I like to cap defenses. However, both of them are the hardest to level with solo because the defenses don't start shining until the 30s. If you are going to solo with either of these, I strongly recommend dark melee, as the self heal and endurance heals are very helpful. My DM\SR seems to out last any of my other 50 scrappers.
Regen and will power are both great for solo play. Regen shines very early with endurance recovery and will power comes into it's own by 20 with it's own end recovery and rise to the challenge. If you were going to decide between these two, I would suggest will power for primaries with a draw time (katana, spines, BS). Non draw time primaries like fire, electric, and martial arts are good with both.
My fire melee/will power is 41 right now and were leveled 100% solo outside of AE and were a lot of fun and fairly easy to level. I also have a 30 martial arts/regen that is doing well, but is having a little harder time then the will power (by 25 my will power was running missions on the fourth setting, just below invicible).
Fire secondary was fun to level, but seemed to be a little better for groups. The lack of knockback protection was rough and I used a knockback IO early on to help with it.
Dark armor has also bothered me. The constant humming an visuals put me off, though the set looks fun. I've not gotten beyond level 30 with /DA and have ended up deleting them all for the above reasons.
I have an invulnerability tank, so it is the only scrapper secondary I haven't tried yet. -

That's a good cheap build. FYI, your ranged is over by 3.5 or so percent. You may want to make sure that you are accounting for the missing ranged defense in phalanx fighting.
As a suggestion. You can use the suggestion made above (that I plan to use) and trade out the 6 set mako's for a 5 set crushing impact and still be at cap. Then you can put an extra slot in active defense to keep it perma. Right now you have a 20 second gap in protection -
Laevateinn, thanks for your input and I like the changes. I'm going to be aiming for 200 million for a soft capped build (using multi-strikes) and will work on the oblits and scoro later. The touch of death shouldn't be a problem. I've got all but one of them with only 5 million inf (the proc dropped for me too).
The gaussen rare is pricey, but I've always been able to get one in the past. The basilisk gaze I got lucky and already have two of the rare ones on this character (they are around level 17 but all I care about our the set bonuses)

One other thing I forgot to mention.
With this build you can make it extra cheap by putting full sets of multi-strike into the Oblit and Scirocco spots until you can afford the more expensive ones and still retain a soft cap. -
I'm enjoying my EM\SD and believe they will become my go-to scrapper for a long time. I've put together the build below, and I am looking for any advice.
Here are my "rules"
- The build needs to be as inexpensive as possible. No purple sets, no blessing of zephyr knock back (specifically), no expensive uniques (I have the two healing ones already)
- Have soft capped defense
- Have plenty of AoE attacks
- AV soloing, RWZ challenge, etc... are not considered.
This seems like a pretty good build to me, but I have seen a lot of little suggestions here and there that may add a little more health, recovery, etc...
This is using the latest Mids build. If the ranged defense doesn't show 46% then you haven't fixed phalanx fighting to include ranged defense yet

Your build has a total of 49% to ranged defense. The new mids has a setting in phalanx fighting that is incorrect and doesn't add the 3.75 to ranged.
Your build is very close to mine, but I used 5 part decimation in my fire blast for another 6.25 recharge. -
Tonight I played on a 50 scrapper for 2 hours. For 1 hour I hit the cim wall. During that time I got 0 (zero) recipe drops. I was solo.
For another hour I completed the Tyrant mission with another scrapper. The mission was set to +2 levels and 8 man team. We cleared every mob and neither of us got one recipe drop.
I hope this is a bug and not intended. -
FYI there is an error with shield defense -> phalanx fighting.
It is not providing a ranged defense bonus.
To fix this I did the following:
Click Options -> Advanced -> Database editor
Main Database Editor
Select Scrapper_Defense -> Shield_defense -> Phalanx_Fighting
Click on edit below the third column
Choose the effects tab
Select the 5 line down
Click edit
Set the modifier table: to Ranged_Buff_Def
Set Affects: to Self
Click okay, okay , save & close.
You need to turn the ability off and on for changes to show.

Why would you put in added smash/lethal defense?
Perhaps I'm missing something and need some information. When will you ever need S\L defense if the three positions are capped? As far as I always knew, the highest defense is what determines if you are hit or not. -
I've been running into the same thing since yesterday morning.

Here is a build that I was working on that had pretty much the same criteria you had (except for hover\fly, I used CJ/SJ but those can be swapped easily)
It has aid self, is soft capped and has a place for the new physical perfection ability (it would replace focused accuracy). This is designed to be somewhat inexpensive. It doesn't require the zephys or as many oblits.
A kismet and a LotG recharge can be placed in the twp phalanx slots when money comes around.
Note that I ultimately chose tough\weave for my build, but was very close to this one.

Umbral's build is very nice but very much out of my price range right now and I really prefer to have the AoE attacks.
Deformedballoon's build looks like a very good fit, I just need to find a way to alter it to get Super jump in there instead of Super Speed and still keep hasten
Currently I don't plan to take any of the Ancillary pool powers. -
Hello Scrappers. I have been away from the game for a while and have recently re-subscribed. Since returning I've been leveling a few new scrappers and learning about the IO sets.
One of my first scrappers was a katana/regeneration. The last time I really played him was before the changes to regen (my instant healing was still slotted with endurance reduction when I resubscribed). I have decided to finish leveling him to 50 and could use a lot of help with the IO sets he should use.
I don't plan to solo AVs or Pylons on this character. If he can street sweep level 50s and solo missions I'd be happy. If he can be a little better then that without going crazy on the influence even better.
He uses all attacks except sting of the wasp and has all regeneration powers chosen except revive. At 50 I'll be picking up weave.
