As someone who has played a dom in PvP, you best defense is either a quick kill or to simply tough it out until Domination wears off and they run out of end. -
Good spot, I din't notice Build Up was missing. How can you play a human form PB without build up?!

After issue 9 you may want a +def power, so you might consider Combat Jumping or Manouvers.
Otherwise if you don't feel you need any of the powers you mention, you may as well grab Glowing Touch, one day a teammate might be greatful. -
We discussed this not so long ago on the suggestions board, pet controls was one idea. (No RV pet controls don't work on them).
There was an attempt made to improve the AI not very long ago. Its didn't work, but at least it shows they havn't been forgotten. -

This is assuming you have:
1) 3 res slotted in Shining Shield
2) A couple of blasters or scrappers on your team -
The main change I would make to that is I would get Light Form the instant it became available and 6 slot it 3 recharge 3 resistance.
Oh and IMO Pulsar is more useful than Cosmic Flight, but that are both "taste" powers: I would test them on the test server and see if you like them. -

You can live without these (and thier precious slots). Combat Jumping (and possibly Acrobatics eventualy) would be more useful. Mez is a bigher danger to you than those damage types.

Quantum Flight gives you some stealth if you want to be able to ghost stuff. Certainly not worth slotting this.

Yeah, there isn't really any point in spending resourses to fix this, just call it a feature and leave it alone seems like the sensible policy.

My PB is called Gistening Gold. There are two reasons for this:
1) The human host was previously an olympic gold medalist.
2) It gives me an excuse to wear an excessively shiny costume. -
Oil Slick doesn't benefit from containment, but it does so much damage anyway I'm not crying too much about it.

Try Illusion/TA.
IMO with illusion primary a debuff secondary (i.e. rad or TA) is better than kinetics, since PA can contribute significantly to dps if resistance is debuffed, but doesn't benefit from kinetics buffs. -
Well, Sirroccos pet rocks, and with recharge reductions slotted (and hasten) I have it up about 50% of the time.

I like illusion/TA because of the gratutious death you can inflict myself (without faceplanting like a blaster).

I'm of the view that Flash arrow is pretty much a waste of time. I fight with SI on all the time, except just after using EMP arrow, and don have endurance problems.
I have 2 attack chains, aoe and single target.
Single target is Ice Arrow, Acid Arrow, Blind, Spectral Wounds.
AOE is PA, Disruption Arrow, Oil Slick, EMP Arrow, Fireball, Disruption Arrow again, (then proceed to single target chain). -
Wouldn't take Flash on Ill/TA, since you get SI and GI. On other controllers its useful for getting to missions in dangerous locations and stealthing. In PvP the -per stacks with fire control smoke I believe.
As a -acc power it is a bit rubbish though. -
At higher levels its more of a situational power than something that has to go in every attack chain, but it can certainly be fun to use, on things like Skyraider force field generators or the psycic clockwork king.
Solo it's the best way of dealing with some foes, get them to beat each other up until they are weak enough to deal with.
Xp penalty smenalty. You get a bigger penalty for debt or killing mobs slower. -

A human form PB on a full well balanced team is devestating. If you prefer to solo, or don't slot you human form effectively you will struggle with a PB.
However, if you start your PB expecting it too be stronger than the other ATs, rather than more complex, then you are likely to be disapointed. -
I don't know any Mind/Ice, I think it perhaps is a matter of concept.
Power Boost is fun. You will be amazed how many different things you can boost with it.
You will probably want to go with Sirocco for patron so you can get Power Sink (great end recovery, and combine with Power Boost to make sappers grean with envy). -
You can slot endrec and endmod, for about the same benefit (i think endmod is slightly better, but 2 endmod 1 endrec is better than 3 endmod post ED).
It might be worthwhile if you are a forms keldian, but if you intend to use human form you probably havn't got the slots to spare. -
No, the form itself is a toggle which uses endurance, but also regenerates endurance at the same (or very slightly faster) rate.
Slotting forms for endrec is usually not considered all that effective.
Accuracy (which does affect all your attacks) and Fly speed are good to slot in nova. Resistance in dwarf. -
My Yeti is the Abominable one, sorry for any confusion.
My combat style involves jumping in and out of melee range, so I'm not sure CE would be all that effective. However my build seems to work fine now, I don't really nead anything else in my attack chain, which is why I'm undecided.
