Actually, they don't. There was a post by Castle a little over a week ago (I'm looking for it but can't find it at the moment). Any power that is greyed out doesn't give it's set bonus. This is a game engine limitation.
My class is coming in, maybe someone else can find the post?
Also, mez resistance is not mez protection. It will reduce the duration, but it won't stop you being mezzed and de-toggled. -
Hot feat could save you time if you wanted to ignite your oil slick without waiting for a power to animate.
If Hot Feet takes slow IO sets it could benefit from the -recharge proc in Pacing of the Turtle (when the fix the aoe bug). -
Like most buffs, they add if used together, rather than multiply, so it doesn't make any difference which you use first.

If you go Earth/TA, try to take magic or tech origin so you have an origin power that can ignite your slick.

I can confirm that Controller flash arrow is 5% acc debuff.

Get Power Boost in either secondary, but I expect you already know that.

Thing about keeping at range is a dominators melee attacks do significantly more damage than their ranged attacks.
Also Ball Lightning sucks, but Mu Guardian rocks. -
I was thinking more of stalkers (my mind was wandering a bit).
SR for example can get at least +25% form multiples LotGs, in addition to set bonuses. If not perma-pet, you could at least get close. -
Actually, after issue 9, it may be possible to make patron pets perma.

Mor acuate calculation: whilst under hasten, recharge is about 5.66 minutes. subtract 4 minute duration, downtime = 1.66 minutes. Of course not actually this good without permahasten.
Not only does he heal more than aid self, he isn't interupted and will even heal you if you are mezzed. -
If the find a target the instant they are summoned they work.
If they fail to find a target they simply follow you around uslessly until they expire.
This is more of a problem for dwarf and nova-formers, since idealy you would want to summon them in human form, then turn into a dwarf, charge into a group, and have them go off. -

True in PvE, I believe a hit roll is required in pvP, which is why it can be slotted with +acc.

It's certainly non-aggro, I don't know about your second statment, but I doubt it's true based on my knowledge of how aggro works. -
I belive the Sing is quite good in PvP. I wouldn't recomend Jack Frost for PvP though.

I can only tell you about ice/ice.
Ice Control: Ice Slick good, Frost Bite and Flash Freeze bad.
Ice Assult: Power Boost good, Chilling Embrace not so good. -
You obviously havn't met the Mu Guardian (AKA healbot).

Actually, I tended to use Flash Arrow when I was in one of those PUGs where no one wants to attack first!
Entangling Arrow I use sometimes in AV fights and for -fly. -
Accuracy is soft capped at 95%. For most attacks against even con mobs base acc is 75%. 75% + 1x33%SO > 95%.
2 accs can be useful when fighting higher level mobs, mobs with +def or acc debuffs, and in PvP.
3 acc is overkill for anything but PvP. -
I have Acrobatics for KB protection on mine. I like it, but I like SJ for concept reasons anyway. There will be more options after issue 9 goes live though.

I have been watching these, and I reckon a simple increase in the speed of the photon seekers would make them more effective.
I think what is happening is the AI is telling them to move to a target, but by the time they arive the target has moved, so instead of detonating they move again.
Another fix would be to have them detonate automatically when they expire. -

It keeps mobs still alright, and aggros them so they kill you with thier ranged attacks.
It also: stops mobs falling over on your Ice Slick; and the DoT wakes up all the mobs you put to sleep with Flash Freeze.
-which I wouldn't bother slotting for damage, since it does rubbish damage (you know that dominator melee attacks do about 15% more damage than ranged attcks?).
You will want your Mu Guardian out as much as possible: find him 3recreds from somewhere.
(I assume your shield slotting is a typo). -
It's a text error.
Disruption Arrow works great. You can tell which mobs are affected because they get a red shield effect graphic (and they die very quickly ). -
Well, Frostbite and Flash Freeze are rubbish - especially together!
Chilblain is better for bringing down fliers, Frostbite has a huge end cost.
I would grab another melee attack to increase DPE and get domination up faster.
As for Patrons, get sirrocco, get Powersink and slot it with 3 recdeds and 3 endmods. Power boosted power sink rocks. The pet is a great healbot too, slot him 3 recred 3 heal.
